SIDEWALKS AND PARKING LOTS
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report TR-102-92 be received;
2 . THAT G.W.S. Landscaping, Bowmanville, Ontario, with
bid prices per callout, as outlined in Schedule "A"
attached, be awarded the contract to provide snow
clearing and winter maintenance for Sections I
(Bowmanville) , II (Newcastle) , IV (Courtice) , VIII
(Senior Citizens and Physically Disabled) , X (Orono
Armouries) , XI (Bowmanville Recreation Complex) , XIII
(Newcastle Fitness Centre) and XIV (Memorial Park
Hall) , as required by the Town of Newcastle for the
1992/93 winter season;
3. THAT D & F Snow Removal, Bowmanville, Ontario, with bid
prices per callout, as outlined in Schedule "A"
attached, be awarded the contract to provide snow
clearing and winter maintenance for Sections III
(Orono) , V (Hampton) , VI (Newtonville) , IX (Clarke.
Library) and XII (Darlington Sports Centre) , as
required by the Town of Newcastle for the 1992/93
winter season; and
4 . THAT the funds expended be drawn from the 1992 and 1993
winter maintenance budgets, for the respective
departments; FORTHWITH.

BACKGROUND AND COMMENT:
Tenders were publicly advertised and called for the snow clearing
and winter maintenance of sidewalks and parking lots within the
Town of Newcastle, as required by the Department of Public Works.
New to the contract this year is the Senior Citizens and
Physically Disabled sidewalk snow clearing, sand/salting and
driveway windrow removal.
Although the contract includes the requirements of Public Works,
Planning and Development (By-Law) and Community Services, the
callout and monitoring is the responsibility of the department of
Public Works . In order to ensure that all potential bidders
understood the tender specifications and general conditions a
pre-tender meeting was held on Thursday, October 29, 1992 . The
general conditions of the tender stipulated that all contractors
bidding on the tender must attend the meeting and that failure to
do so would disqualify their bid submission.
The following contractors attended the pre-tender meeting:
Dan Cord'ingley Gradall Rental, Uxbridge, Ontario
G.W.S. Landscaping, Bowmanville, Ontario
D & F Snow Removal, Bowmanville, Ontario
Ron's Landscaping, Oshawa, Ontario
Tri-Son Contracting, Prince Albert, Ontario
Johnson Excavating, Bowmanville, Ontario
B.J. Flint and Sons, Bowmanville, Ontario
Forbes Complete Maintenance, Bowmanville, Ontario
Frank Webster, Whitby, Ontario
Subsequently, tenders were received and tabulated as per Schedule
"A" attached.
The terms and conditions of the Tender stipulate that the Town of
Newcastle reserves the right to award "any" or "all" items to
separate bidders.

After further review and analysis of the tenders by both the
Public Works Department and Purchasing, it was mutually agreed
that G.W.S. Landscaping, Bowmanville, Ontario, be recommended for
the contract to supply snow clearing and winter maintenance as
required by the Town of Newcastle for Sections I, II, IV, VIII,
X, XI, XIII and XIV and that D & F Snow Removal, Bowmanville,
Ontario, be recommended for Sections III, V, VI, IX and XII. Due
to the approaching winter season, a forthwith approval is
requested.

Due to the number of locations and sections within this contract
as well as the additions and deletions made each year, it is
difficult to state an overall price increase or decrease.
However, upon review of the unit prices in general, the prices
bid represent between twelve percent ( 12%) to fifty percent (50%)
decrease over the 1991/92 winter season.
These decreases are attributed to the current downturn in the
economy.
The actual remittances to these vendors over the 1991/92 season
totalled approximately $130,000. 00 .
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department
needs, specifications., etc. , should be referred to the Director
of Public Works .
Both D & F Snow Removal, Bowmanville, Ontario and G.W.S.
Landscaping, Bowmanville, Ontario, worked satisfactorily for the
Town of Newcastle during the 1991/92 winter season.
