PRE-BUDGET TENDERING - 1993 BUDGET
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report TR-12-93 be received;
2 . THAT approval be given to proceed with following pre-
budget tendering as identified below:

BACKGROUND AND COMMENT:
The 1993 budget is tentatively scheduled to be brought to Council for
consideration and deliberations in March 1993.

PRE-BUDGET TENDERING - 1993 BUDGET
Consistent with the practice over the past years, it is recommended
that approval be given for an early tender call for some of the
proposed projects in advance of the approval by Council of the 1993
budget. The reason for this recommendation is that it is generally
thought that the early tender calls receive more competitive prices
because contractors are anxious at the beginning of the construction
season to get a project to insure that they can put their work force
back to work as soon as possible. Also, those projects which commence
early in the year are often substantially complete before the heavy
traffic time during the summer and are therefore less disruptive to
the public.
It is proposed that the tenders be advertised on March 10, 1993 .
The tendering process requires that Council approve the staff
recommended selection, so the final decision in these matters will be
by Council Resolution.
