TR-49-93 By-Law# Report#: File#: Subject: TENDER NW93-17, GRAVEL CRUSHING AND HAULING Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . THAT Report TR-49-93 be received; 2 . THAT Robert E. Young Construction Ltd. , Ennismore, Ontario, with a total bid in the amount of $121,808. 80 being the lowest responsible bidder meeting all terms, conditions and specifications of Tender NW93-17 , be awarded the contract to provide Gravel Crushing and Hauling, as required by the Town of Newcastle; and 3 . THAT the funds expended be provided from the approved 1993 Public Works Road Maintenance and Construction budget. BACKGROUND AND COMMENT: Tenders were publicly advertised in three (3) local papers and called for the Gravel Crushing and Hauling contract as required by the Department of Public Works. The work consists of gravel crushing and hauling. In addition, gravel will be stockpiled, used for resurfacing projects, shoulder maintenance and will be allocated for numerous requirements. Subsequently, tenders were received and tabulated as follows: Bidder Total Bid Amount Robert E. The reason for the lack of response is that any of the contractors able to do gravel crushing are basically crushing for their own use. This type of situation does not allow them to move their crusher to the Town's gravel source. The total funds required for Tender NW93-17, Gravel Crushing and Hauling are included in the Department of Public Works Gravel Patching and Resurfacing account, as well as various other construction accounts, from which there are adequate funds available. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc . , should be referred to the Director of Public Works . The total bid price represents an approximate decrease of 22% in overall prices for the June requirements and an approximate increase of 4% in overall prices for the September requirements. The adjustments in prices are in part due to the economy and due to economies of scale as a result of quantities required. After review and analysis of the tenders by Public Works and Purchasing staff, it was agreed that Robert E. Young Construction Ltd. be awarded the contract to provide Gravel Crushing and Hauling as required by the Town of Newcastle Public Works Department. The subject firm has worked with satisfaction for the Town of Newcastle in recent years .
