Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report EGD-28-02 be received;
2. THAT a copy of this report be provided to residents who attended the Information
Centre;
3. THAT the "Traffic Analysis and Classification Review" report prepared for Prestonvale
Road prepared by Totten Sims Hubicki Associates (TSH) be submitted to the Clarington
Traffic Management Advisory Committee along with comments received at the
Information Centre for their information;
4. THAT Staff be authorized to commence preparation of an application to amend the
Clarington Official Plan to redesignate Prestonvale Road from Bloor Street to Robert
Adams Drive as a collector road from its current designation of local road; and
5. THAT a public meeting be scheduled as soon as possible for consideration of this issue.

1.0 BACKGROUND
1.1 On February 28, 2002 a Public Information Workshop was held in Hall B. of the
Courtice Community Centre from 6:30 p.m. to 8:30 p.m. to provide the public with
an opportunity to comment on preliminary design drawings prepared by SRM
Associates for the proposed reconstruction of Prestonvale Road from 660 m
south of Bloor Street to Glenabbey Drive. The Public Information Centre was
advertised in the local newspaper and notices were hand delivered to homes
located along the subject section of roadway. The meeting was originally
scheduled for January 31, 2002, but was re-scheduled due to inclement weather.
Twenty-six people signed the register and/or submitted written comments at or
subsequent to, the meeting. A copy of the register and written comments are
provided as Attachment 2.
1.2 Over the past several years there has been considerable development pressure
in the southwest quadrant of Courtice. Numerous residential subdivisions are
either under construction or in the development review process, a new school is
being constructed west of Prestonvale Road just north of Bloor Street, and the
Municipality of Clarington is moving ahead with plans to develop the South
Courtice Community Park (SCCP) on the east side of Prestonvale Road, south of
Bloor Street. These considerations have resulted in the need for the Engineering
Services Department to consider improvements to Prestonvale Road from 660 m
south of Bloor Street to Glenabbey Drive.
1.3 At an Information Centre for review of plans for the SCCP held on November 21,
2001 at the Courtice Community Centre, concern was raised by a number of
residents about potential traffic impacts on Prestonvale Road resulting from
development of the proposed community park. As a result, Totten Sims Hubicki
Associates (TSH) were retained by the Municipality to prepare a comprehensive
"Traffic Analysis and Classification Review" for Prestonvale Road. An executive
summary of the report was available for review at the Prestonvale Road
Information Centre. It is attached to this report as Attachment 3.

2.0 PROPOSED DESIGN
2.1 As a result of public concern for vehicle speed, property constraints and the
varying road classifications in effect along Prestonvale Road, a number of
different cross sections have been incorporated into the Prestonvale Road
design. The design as proposed will meet the long term transportation and
infrastructure needs of the Municipality of Clarington and the Region of Durham
as well as addressing local residents' concerns. The location where various road
cross sections are proposed is illustrated on Attachment 1. A description of the
particular cross section proposed and the reason for application to a specific road
sections is provided as follows:
. From 660 m south of Bloor Street to the north limit of the proposed SCCP,
a 10m urban cross section is proposed. This is consistent with the
designation of Prestonvale Road as an arterial road south of Bloor Street
and is consistent with the road needs generated by a facility such as the
proposed SCCP.
. From the north limit of the SCCP to approximately 250 m north of Bloor
Street, an interim rural road section with a 6.7 m asphalt surface and 1.2m
gravel shoulders is proposed to be constructed at the future urban grade.
This section would eventually be urbanized and widened to 10m once more
specific development plans for the lands adjacent to this section of
roadway are finalized and the design details of the proposed Bloor Street
realignment are known. Should this information be available prior to
tendering, there may be some long term cost benefit to foregoing the
interim rural cross section and constructing the ultimate urban design.
. Between Glenabbey Drive and the future Meadowglade Road, Prestonvale
Road is designed to the Municipality's local road standard width of 8.5 m.
This allows for 2 lanes of traffic and on-street parking for the future
residential lots to be developed along the west side of Prestonvale Road.

The pavement width is consistent with the current classification of
Prestonvale Road as a local road from Robert Adams Drive to Bloor Street,
and also allows the roadway to be constructed within the existing road
allowance and with no property acquisition required.
. Just north of the future Meadowglade Road, a pavement narrowing or
"bump-out" is proposed where the pavement width will be reduced to 7.0
m. The "bump-out" is a traffic calming measure that will help reduce traffic
speeds along Prestonvale Road adjacent to existing homes and the
proposed school site. As with the section described above, the reduced
pavement width is consistent with the current classification of Prestonvale
Road as a local road from Robert Adams Drive to Bloor Street. Minimal
property acquisition may be required to construct the roadway and relocate
utilities within the existing road allowance.
3.0 PUBLIC COMMENT
3.1 Verbal and written comments received by consultants and staff regarding the
design proposals available for review at the Information Centre indicate that the
proposed improvements to Prestonvale Road were generally well received by the
public. Several people expressed concern regarding the need for traffic signals
at the Bloor StreetlPrestonvale Road intersection. These comments have been
passed on to the Region of Durham for their consideration as Bloor Street is a
Regional road.
3.2 Several long term residents disagree with the recommendation included in the
Executive Summary of the "Traffic Analysis and Classification Review" which
calls for an amendment to the Official Plan to re-designate Prestonvale Road
from Bloor Street to Robert Adams Drive as a "collector" roadway. It is currently
classified as a "local" roadway. The report indicates that the "collector"
designation classifies the roadway accurately from a technical perspective
relative to its function in the southwest Courtice transportation hierarchy. The

only way to realistically reduce this role to that of a "local" street would be to
physically close the road to through traffic which would result in increased traffic
volumes on Robert Adams Drive and Glenabbey Drive. These streets have
already been the subject of numerous traffic complaints from local residents.
3.3 The redesignation of Prestonvale Road from Bloor Street to Robert Adams Drive
as proposed in the TSH report is consistent with motions passed by the
Clarington Traffic Management Advisory Committee at their meetings of
February 15, 2001 and January 17, 2002. Copies of the relevant section of
minutes from these meetings and supporting motions are attached as
Attachment 4.
3.4 Engineering Services Staff recommend that the "Traffic Analysis and
Classification Review" report prepared for Prestonvale Road by TSH be
submitted to the Clarington Traffic Management Advisory Committee along with
comments received at the Information Centre for their information.
3.5 Staff concur that there is considerable technical evidence supporting the need to
re-classify Prestonvale Road, from Bloor Street to Robert Adams Drive, from a
"local" to a "collector" roadway and recommend that a formal application to
amend the Clarington Official Plan in this regard be pursued.
4.0 PROJECT STATUS
4.1 Since the Information Centre, plans have been circulated to utilities and a
number of utility relocation issues have been identified. The satisfactory
resolution of utility conflicts with the works proposed for Prestonvale Road is
contingent on utility relocation works associated with the proposed Bloor Street
realignment. A preliminary schedule for the realignment of Bloor Street calls for
the design drawings to be circulated for review late in May 2002 with the work to
be tendered early in July 2002.

4.2 As it is critical on a number of fronts to coordinate the Prestonvale Road
improvements with the Bloor Street realignment, the design for Prestonvale Road
cannot be finalized until the plans for Bloor Street are completed. As such, it is
anticipated that the Prestonvale Road improvements will not be tendered until
early August 2002. Construction would commence in early September 2002 and
be carried over into 2003. It is anticipated that all road works will be completed
well in advance of the opening of the SCCP, tentatively scheduled for late August
of 2003.
4.3 In order to accurately define the financial implications of constructing a rural
versus urban road section between the north limit of the SCCP to 250 m north of
Bloor Street intersection, both alternatives will be tendered. A recommendation
will be made to Council at the time of the tender award as to which alternative is
most cost effective given the status of surrounding development initiatives,
servicing issues and budgetary factors.

PRESTONVALE ROAD TRAFFIC ANALYSIS
AND CLASSIFICATION REVIEW
EXECUTIVE SUMMARY
TSH staff have reviewed current and historic transportation information relating to
Prestonvale Road as well as completing an assessment of the impact of traffic generated
from future growth in South Courtice on Prestonvale Road. The purpose of the review and
assessment was to determine an appropriate classification, cross-section and standard for
Prestonvale Road between Robert Adams Drive and Bloor Street.
Based on the analysis conducted as part of this study as well as the work completed on
previous transportation studies for this area, the following has been concluded:
1 . The technical and planning considerations summarized in this report, confirm that
Prestonvale Road should be.classified as a collector road from Robert Adams Drive
to Bloor Street. From Bloor Street South it should continue to be classified as a
Type C arterial. There is a potential argument, based upon prevailing and future
volumes, supporting the classification of Prestonvale Road as a Type C arterial from
Highway 2 to Bloor Street. However, recognizing that the roadway !!atisfies more
"criteria" for a .collector" standard facility. it has been concluded that the
.collector" designation would be more appropriate;
2. Previous decisions to classify Prestonvale Road as a "local" roadway from a
technical perspective, are considered inappropriate and did not reflect the true
function of this facility.
Although it is suggested that Prestonvale Road between Robert Adams Drive and
Bloor Street be classified as a collector, it must be recognized that it should be
considesred a "higher standard" collector than either Glenabbey Drive, Robert
Adams Drive or Sandringham Drive. Although neither the Municipality of Clarington

Preslonvale Road to remain a local road.
Walter Evans did a Chronology Study. In his rcrort it was recommended that a new
Prcstonvalc Road be constructed: It was to be an arterial road with a 86 foot road
allowance arid a four lane cross section. This Toad was to be located to the west ofthc
existing Preslonva Ie Road, The residents objected to this because the developer wanted
to put this road through thc backyards ofthe residents on Prestonva]o. The residents
wanted this road moved furlher to the west. It was recommended that this arterial road
was nceded, but the developer didn't want thc expense of putting a large costly arterial
road in his subdivision. It is very difllculllo sell homcs on arterial roads because ofthe
trame, SOlllehow the developer had this arterial road downgraded to a collector road
status, thus prol11jng greatly.
Also in the Chronology study it states that council adopted the Courtice Soulh
Neighborhood Plan. Allhough PresIon vale is snown as a loca] road on the approved plan
the background llnd preliminary drawings proposed Prestonvale Road be designated a
collector road.
I list to clarify this statement. It was the new Prestonvale Road, which is now renamed
Robert Adams Drive. that was to be the collector road. In fact I havc a town map for July
1980 Showing the existing Prestonvale Rd. with a cul-de-sac at Robert Adams Drive,
This new arterial road that was planned should never have been called Prestonvale Road.
Evidence clearly shows that Prestonvale Road was always to remain a local road.
There are coil ec lor roads on both sides of Prestonvalc which were designed io caTTY the
tnlftie for these new subdivisions. Robcrl Adams, the collector road to the west was
banicaded for 6 years while conSlruction WI'S going on forcing the traffic to use
Prcstonvale. Sandringham which is the collector road to thc cast has had no traOlc lights
at the II 2 highway. It was also suggested during the planning slages that Sandringham be
moved further lllihe east, but this did not happen. Therefore the residents use Claret
(which is also a local road) to Preston vale to go out with the lights. We have been trying
to get lights at the Sandringham intersection for over 10 years,finally they will be
jn~ialled this year. nIennabby Drive which is supposed to be the east - west colleclor
road, hns been a dead end since it was built, again forcing traflic to use our road. We
watched Glennabby get four 3 and 4 way stop signs at every intersection because they
complained about thc tramc. This is a eollcelor road desib'11ed to carry trafllc. 11 also had
a barricade at Townlinc road until construction was completed. Then when it was opened
up residents complaincd about the traffic. &calL~e of their objection ihere is a new cast
west major road designed to the sonth ofOlennabby. When we applied for a 4 way stop
at Claret and Prestollvale it was not recommended as a traffic control. Finally last year
we got the 4 way slop, after the school crossing sign had been run over at least 3 times
that J know of. This is also where Our children cross the road. Townline Road which is
the direct route to all the shopping facilities in the arca is also a dead end and il is a

major arterial road. People have no choice but to backtrack to Prestonvale to get to the
1/2 highway or to use Grandview in Oshawa, which is also a local road.
Prestollvale Road was widened to 33 H:et (10M) on a 66 road allowance to collector road
standards without any notit1cation to the residents,and because or this I have 110
boulevard on my side orlhe road.
Developers have profited greatly by not having the expense or arterial roads, and the
depreciated value or the homlls on these roads. Why should we the lon~,'time residents
who bought on a loca 1 road, and were assured by tlte town Ihallhis development would
not interfere with our lifestyle be forced to put up with all of the tramc, noise, pollution,
speeding,and decreased value on our properties for years, so the developers can profit.
l'restol1vale is nol needed as a collector road, when Ihcrc arc already two collector roads
funning paralleL When the lights go in al Sandringham and the #2 this spring it will help
nllllviate n lot of trallic allhe north end of Prestonvale. When the Townline Road is
bridged, It will tuke a great deal oftraftie off our road.l don't knowhow developmenl
has beel\ allowed to continue, especially south of Bloor and Townline without the
transportation network. Again the developers have profited at our expense.
Now we have the new Sports Complex going in at Bloor and Preston vale. Preslonva.1e
Road is an arterial road south of Bloor Slreet. We have always tried to keep on top of
development, and it was our suggeslion quite awhile ago, to have Prestonvalc south of
Bloor turn at tIle bend and instead of going cast to mect the local Prestonvale, it should
turn west andjoin lip with the new arterial road being built. A number of people thought
Ihls was a good idea. YOU carnjom a local road With an artenal road. Also It would save a
great deal of money beeause the valley would not have to be filled in. You can't have an
intersection like thut at the top of a hill.
My dad built the hOLLGC we live in today, and I was born in this house. 1 am the fourth
generation to live on this land. Robert Adams is my great grandfather, and Whitecliff
B8tates is thc remains of his farm. We have a lot of histol)' here, and are not going to be
lbrced to move, we just want what has been promised to us.
This fight has been going on for 20 years and we should not have to continue to fight this
when it has already been settled several limes..
I om very disappointed in the tranlc committee. When it was formed a year and a half
ago, we thought great, they shOl.ld be able to help with our traffic concerns. We scnl a
letter with a brief history and explaining what has been done to us. We have been in
contact with Ron l'laker a number of times, and then find out that their solution is to turn
Ollr road inlo a collector road. Thcy had a traffic sludy done when Ihe traffic has been
forced onto our road, and then recommend to have it rezoned to a collector road.
We would like to haw some road calming devises on our road, and Phair Avenue
opened IIp, which has been a dead end since the development came. Then the traffic
congestion could be shared with CIarct which is also a local road, and I think this is the
very least we deserve aner <:verything that has been done to us.

PRESTONV ALE ROAD TRAFFIC ANALYSIS
AND CLASSIFICATION REVIEW
EXECUTIVE SUMMARY
TSH staff have reviewed current and historic transportation information relating to
Prestonvale Road as well as completing an assessment of the impact of traffic generated
from future growth in South Courtice on Prestonvale Road. The purpose of the review and
assessment was to determine an appropriate classification, cross-section and standard for
Prestonvale Road between Robert Adams Drive and Bloor Street.
Based on the analysis conducted as part of this study as well as the work completed on
previous transportation studies for this area, the following has been concluded:
1 . The technical and planning considerations summarized in this report, confirm that
Prestonvale Road should be classified as a collector road from Robert Adams Drive
to Bloor Street. From Bloor Street South it should continue to be classified as a
Type C arterial. There is a potential argument, based upon prevailing and future
volumes, supporting the classification of Prestonvale Road as a Type C arterial from
Highway 2 to Bloor Street. However, recognizing that the roadway satisfies more
"criteria" for a "collector" standard facility, it has been concluded that the
"collector" designation would be more appropriate;
2. Previous decisions to classify Preston vale Road as a "local" roadway from a
technical perspective, are considered inappropriate and did not reflect the true
function of this facility.
3. Although it is suggested that Prestonvale Road between Robert Adams Drive and
Bloor Street be classified as a collector, it must be recognized that it should be
considesred a "higher standard" collector than either Glenabbey Drive, Robert
Adams Drive or Sandringham Drive. Although neither the Municipality of Clarington
or the Region of Durham recognize a "higher collector", this classification may be
appropriate for Preston vale Road in comparison to Robert Adams Drive or
Glenabbey Drive. Robert Adams Drive and Glenabbey Drive actually connect to
Prestonvale Road;
4. Prestonvale Road from Glenabbey Drive to Bloor Street should be reconstructed as a
collector standard roadway with a pavement width of 10m where possible;
5. If Council determines that Prestonvale Road should be classified as a local roadway,
road closure or other physical measures would be required to reduce the traffic
volumes consistent with a local status. This would have a significant and negative
effect on traffic volumes on Robert Adams Drive and Glenabbey Drive and result in
these roadways potentially exceeding a "threshold of good environment".

6. Consistent with other collector roadways within the Municipality of Clarington,
there is a need to ensure that the residents' concerns relating to speed are
adequately addressed. In this regard, there is an opportunity through sensitive
streetscaping and the responsible use of traffic calming measures associated with
the planned roadway reconstruction, to potentially deal with these issues.
In order to address the needs of the local and area transportation network in South
Courtice the following is recommended:
1 . That the Municipality of Clarington prepare an amendment to the Official Plan
recognizing Prestonvale Road from Robert Adams Drive to Sloor Street as a
collector roadway.
2. That the Municipality of Clarington reconstruct Prestonvale Road from Glenabbey
Drive to Sloor Street with a 10m cross-section. The design should incorporate
streetscaping and traffic calming strategies, where appropriate, to mitigate concerns
relating to vehicular speeds. A traffic calming plan should be reviewed with the
local residents prior to any traffic calming measures being implemented.
3. This study should be updated when more definitive information is available on the activities, to
be conducted at the Sonth Courtice Community Facility.

. The gateway treatments are still being evaluated by staff and will be reported
upon at a future meeting.
2) Prestonvale Road Discussion
. New members were encouraged to field visit the roadway to evaluate the
function and operation. There is general agreement that the operation and
current design conditions signal motorists that it is safe to operate a vehicle
above the normal speeds for a local road, 40km/h. The northerly section is
built at a standard that suggests a collector road function.
. There are a number of related issues of future road connectIvIty and
development that make the problem of Preston vale Road more complex.
. The historical definition for a local road encompasses different facilities
depending on the type of development in the area. Local streets in the
historical Downtown of Bowmanville are different than local roads in rural
areas that are actually concession or lot line roads. These rural roads often
operate as collector and arterial roads while, in the context of subdivision type
development, a local road definition is more finely tuned.
MOTION: That Prestonvale Road be designated as a Collector Road as per the
rationale presented by the Traffic Management Committee's
evaluation and discussions recorded in recent meetings.

TSH will provide a professional opinion on the classification of Prestonvale Road, which
will be based on a purely technical investigation. Traffic counts will be conducted this
week or next and field observations will be made. Currently Prestonvale Road is
functioning as a collector roadway and needs to be designed to collector status to move
traffic safely. The draft report will be presented to Tony C. late next week.

but will inspect the damage.
