Subject: TENDER NW93-23, ROTARY PARK - PHASE I (PEACE PARK
BOWMANVILLE MEMORIAL ARENA SITE)
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report TR-64-93 be received;
2 . THAT Ron Robinson Limited, Oshawa, Ontario, with a total
bid in the amount of $72,261.67, being the lowest
responsible bidder meeting all terms, conditions and
specifications of Tender NW93-23, be awarded the contract
for Rotary Park - Phase I (Peace Park - Bowmanville
Memorial Arena Site) , as required by the Department of
Community Services;
3. THAT the attached By-Law, marked Schedule "All be
forwarded to Council for approval; and
4. THAT the total required funds in an approximate amount of
$81,011.67 ($72,261. 67 contract + $8,750.00 consulting,
design, contract administration and expenses) , be drawn
from the approved 1993 Community Services Capital Budget,
Account #7603-00001-0516 .
BACKGROUND AND COMMENT:
As identified on page 216, in the 1993 Draft Capital Budget, the
park development for the Bowmanville Memorial Arena Site includes
the following:
Bandshell/Lookout Deck $ 70,000.00
Treetop Walkway $ 40,000.00
Bridge $100,000.00

As the necessary soil testing is not yet completed, the tender
specifications provided by Cosburn Giberson Landscape Architects
for the construction of Rotary Park - Phase I (Peace Park -
Bowmanville Memorial Arena Site) were for the bridge only. Due to
migrating fish, the regulations imposed by the Ministry of Natural
Resources and the Central Lake Ontario Conservation Authority
stipulate that the construction of the bridge must be completed
prior to September 1, 1993 .
It is anticipated that the tender for the Bandshell/Lookout Deck
and the Treetop Walkway will be issued in the late summer or early
fall.
Subsequently, bids were received and tabulated as follows:

The total required funds in the approximate amount of $81,011. 67
($72,261.67 contract + $8,750 .00 consulting, design, contract
administration and expenses) , will be drawn from Account
#7603-00001-0516 and are within the $100,000 .00 budget allocation
for the bridge.
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department needs,
specifications, etc . , should be referred to the Director of
Community Services.

After further review and analysis of the bids by Purchasing,
Cosburn Giberson Landscape Architects and Community Services, it
was mutually agreed that the low bidder, Ron Robinson Limited,
Oshawa, Ontario, be recommended for the contract for Rotary Park -
Phase I (Peace Park - Bowmanville Memorial Arena Site) .
The subject firm previously performed satisfactorily for the
Municipality of Clarington. See attached letter from Cosburn
Giberson Landscape Architects, marked Schedule "B" .

We have reviewed the bid submissions received by the Town today. The low bidder, Ron
Robinson Limited, has completed comparable projects for our firin in the past three years.
Their bid of $72,261.67 is reasonably within our design budget. We have contacted this
firm to confirm the time schedules involved, It is recommended the Town award the
contract to Ron Robinson Limited.
The professional fees and seivices for this projects are as follows:
Detail Design, Specifications and
Tender Call $ 5,500.00
Contract Administration $ 2,500.00
Expenses $ 750.00
Total $ 8,750.00

BY-LAW NUMBER 93-
Being a By-Law to authorize a contract between
Ron Robinson Limited
in respect to Rotary Park - Phase I
(Peace Park - Bowmanville Memorial Arena Site)
THE CORPORATION OF THE TOWN OF NEWCASTLE HEREBY ENACTS AS FOLLOWS:
1. That the Mayor and Clerk are hereby authorized to execute,
on behalf of the Corporation of the Municipality of Clarington
with the Corporation Seal, a Contract between Ron Robinson Limited
and said Corporation.
