THAT Report TR-51-94 be received; 2 . THAT Esposito Brothers Construction Limited, Toronto, Ontario, with a total bid in the amount of $51,998.47, being the lowest responsible bidder meeting all terms, conditions, and specifications of Tender CL94-11, be awarded the contract for the Newtonville Sidewalk Construction, as required by the Department of Public Works; 3 . THAT the funds in the amount of $50,000 .00 be drawn from the approved 1994 Public Works Capital budget, account #7212- 94001-0261; and 4 . THAT the additional funds required in the amount of $25,000. 00 be drawn from the Lot Levy Reserve Fund Account #1110-00157- 0000 . I BACKGROUND AND COMMENT: Tender specifications were provided by Totten Sims Hubicki Associates for the Newtonville Sidewalk Construction as required by the Department of Public Works . Tenders were advertised in the local papers, as well as the Daily Commercial News. Subsequently, tenders were received and tabulated as per Schedule "A" attached. I The total project cost as detailed in the letter from Totten Sims Hubicki Associates, marked Schedule "B" is estimated at $75,000 . 00 which is over the budget allocation of $50,000. 00, as reflected in the 1994 Capital Budget, Page 55 . rid gECYCLEO - PAPER i ' PAPEq gECYLLE RRIS B PRPRLD M RECYCLED PAPER REPORT NO. : TR-51-94 PAGE 2 TENDER CL94-11 It is proposed that the required funds in the amount of $50,000. 00 be drawn from the Public Works Capital budget, account #7212-94001- 0261 and that the additional funds required in the amount of $25,000 .00 be drawn from the Lot Levy Reserve Fund Account #1110- 00157-0000 . Although the low bidder has not previously performed for the Municipality of Clarington, they have provided excellent service for the City of Scarborough, the Town of Newmarket and the Town of Gwillimbury. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc . , should be referred to the Director of Public Works . After further review and analysis of the bids by Public Works, Totten Sims Hubicki Associates and Purchasing, it was mutually agreed that the low bidder, Esposito Brothers Construction Limited, Toronto, Ontario, be recommended for the contract for the Newtonville Sidewalk Construction. The bids received inclusive of GST charges are summarized as follows: Esposito Brothers Construction Limited $51,998.47 Miwel Construction Limited 57,189.36 Sanan Construction 64,442.89 Bennett Paving and Materials 80,528.03 Engineer's Estimate $50,000.00 We have checked the low bidder's tender and wish to advise that all requirements have been addressed. An Agreement to Bond was supplied and a deposit cheque of 52,000.00 accompanied the bid. Esposito Brothers Construction Limited have not previously worked for the Municipality of Clarington. We have checked with references from the City of Scarborough, Town of Newmarket and Town of Gwillimbury. The low bidder was rated as an excellent Contractor by all parties contacted. The total value of work chargeable to the Municipality of Clarington is now estimated as follows: 1. By Contract $51,998.47 2. Contingency Allowance 2,716.16 3. Preliminary Design& Report (Nov. 28, 1993 to Jan. 22, 1994) 1,914.46 4. Final Design & Tendering (Jan. 22 - June 1994) 8,442.06 5.
