Subject: TENDER CL94-34, SUPPLY AND INSTALLATION OF FUEL TANK AND
LUBREEL MONITORING SYSTEM
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report TR-61-94 be received;
2 . THAT KLD Construction, Ajax, Ontario, with a total bid of
$47,232 . 88 (including all taxes) , being the lowest responsible
bidder meeting all terms, conditions and specifications of
Tender CL94-34, be awarded the contract for the supply and
installation of a Fuel Tank and Lubreel Monitoring System to
the Municipality of Clarington, as required by the Department
of Public Works; and
3 . THAT the required funds be drawn from the approved 1994 Public
Works Department Capital Budget, account #7203-00000-0505 .
BACKGROUND AND COMMENT:
A tender was publicly advertised and invited in June, 1994, for the
supply and installation of Fuel Tank and Lubreel Monitoring Systems
at the Hampton and Orono Depots, as required by the Department of
Public Works.
No Bids were received at that time. One of the reasons there were
no bids is the system must be compatible with the Petro Vend
Equipment which was purchased last year. This requirement
subsequently reduces the number of potential bidders to those that
can provide Petro Vend Equipment. While there are companies in
this area that could meet this requirement, they declined to bid
due to either their present work load or they felt they could not
bid competitively.

Subsequent to the tender closing, a proposal was received from KLD
Construction Ltd. who were the suppliers of the original equipment.
They did not submit a bid at the time of the tender call as they
did not receive the necessary tender documents .
The total bid price of $47,232 .88 is within the $55,000. 00 provided
for in the 1994 Public Works Capital Budget, account #7203-00000-
0505, as reflected on page 61 of the Capital Budget.
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department needs,
specifications, etc . , should be referred to the Director of Public

Works.
After review and analysis of the bids by Purchasing and Public
Works, it was mutually agreed that the bid from KLD Construction
Ltd. , Ajax, Ontario, be recommended for the tender award.
The subject firm has previously provided satisfactory service for
the Municipality of Clarington.
