Subject: TENDER CL94-14, LIBERTY STREET SIDEWALK CONSTRUCTION
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report TR-70-94 be received;
2 . THAT Miwel Construction, Stouf fville, Ontario, with a total
bid in the amount of $133,435 .42, being the lowest responsible
bidder meeting all terms, conditions and specifications of
Tender CL94-14, be awarded the contract for the Liberty Street
Sidewalk Construction, as required by the Department of Public
Works; and
3 . THAT the funds required in the amount of $197,000. 00
($133,435 .42 Contract + $63,564 .58 Engineering Contract
Administration Land Purchase, Utility Relocation Contingency)
be drawn from the approved 1994 Public Works Capital Budget,
account #7212-94002-0261.
BACKGROUND AND COMMENT:
Tender specifications were provided by Totten Sims Hubicki
Associates for the Liberty Street Sidewalk Construction as required
by the Department of Public Works.
Tenders were advertised in the local papers, as well as the Daily
Commercial News . Subsequently, tenders were received and tabulated
as per Schedule "A" attached.
The total project cost as detailed in the letter from Totten Sims
Hubicki Associates, marked Schedule "B" is estimated at $197,000. 00
which is within the budget allocation of $210,000. 00, as reflected
in the 1994 Capital Budget, Page 57 .

It is proposed that the required funds in the amount of $197,000 .00
be drawn from the Public Works Capital Budget, account #7212-94002-
0261.
The low bidder has previously performed satisfactorily as a sub-
contractor for the Municipality of Clarington. They have provided
excellent service for the Town of Stouffville, the City of
Peterborough and the Region of York.
The Treasurer has reviewed the funding requirements and concur with
the recommendation. Queries with respect to department needs,
specifications, etc . , should be referred to the Director of Public
Works.
After further review and analysis of the bids by Public Works,
Totten Sims Hubicki Associates and Purchasing, it was mutually
agreed that the low bidder, Miwel Construction Limited,
Stouffville, Ontario, be recommended for the contract for the
Liberty Street Sidewalk Construction.

The low bidder, Empire Paving Limited, failed to provide ail Agre-ei►sent to Bond resulting in a rc jection of
their tender.
We have check(A the second low bidder's tender and all requirements have been met. An Agreement to
Bond was supplied alone with a tender deposit cheque of$9,000,

Miwel Construction has worked as a subcontractor on a member of previous Clarington contracts. Their,
work recurd oil these. projccts was acceptabic, We have contacted references from tho Town of Stouffville,
C!.ty of Peterborough and Region of York, All people contacted rated Miwel as a good Comrac(or and
would have no reservations in main retaining their service.
