THAT Report TR-86-94 be received; i 2 . THAT Laidlaw Waste Systems, Mississauga, Ontario, with a total bid price in the amount of $727,247 . 80 (plus G.S.T. ) , be awarded the contract to provide collection and haulage of garbage as required by the Municipality of Clarington to commence January 1, 1995 and to expire December 31, 1999; 3 . THAT the attached By-law marked Schedule "A" be forwarded to Council for approval; and 4 . THAT the funds expended be drawn from the annual current budget, for the allocation for the collection and haulage of garbage. BACKGROUND AND COMMENT: Tenders were publicly advertised and called for the collection and haulage of garbage within the Municipality of Clarington, as i required by the Department of Public Works . Also included in the contract is the collection and haulage of yard waste, white goods, Christmas trees and street receptacles . Subsequently, tenders were received and tabulated as per Schedule "B" attached. For the information of Council, some of the changes to this contract over the existing contract include: I 1APFR E IK"IS(•ft tl![Il W FE YC U.PAf E(1 REPORT NO. : TR-86-94 PAGE 2 TENDER CL94-36 1) The contractor is to provide and service fifty (50) street receptacles of a design acceptable to the Director of Public Works to be placed and serviced in the business sections of the urban centre of Bowmanville, Orono and Newcastle Village. The street receptacles will remain the property of the contractor. 2) 22 yard waste collections per year per stop have been included. 3) The contractor is responsible to provide a Waste Collection Schedule Calender to each stop, each and every year during the lifetime of the contract. i The contract is to commence January 1, 1995 and to expire December 31, 1999 with all prices to remain firm until December 31, 1995 . The price per stop payment will be reviewed the first time in May, 1996, to take effect from January 1, 1996 and subsequently each year from January lst. This review to be based on a stipulated formula and on figures as supplied by Statistic Canada's Consumer Price Index. The 1994 cost for garbage collection will be about $1,200,000 .00 with the existing contract with B.F. I . The 1995 cost for garbage collection, including the expanded service of yard waste collection and supply and servicing of street receptacles will result in a savings of $473,000. 00 in the 1995 Budget. I i After further review and analysis of the tenders by both the Public Works Department and Purchasing, it was mutually agreed that Laidlaw Waste Systems, Mississauga, Ontario, be recommended for the contract to provide collection and haulage of garbage. i I REPORT NO. : TR-86-94 PAGE 3 TENDER CL94-36 The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc . , should be referred to the Director of Public Works . Director of Public Works MM*LB*ld I i i i i SCHEDULE "A" THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON BY-LAW # Being a By-law to authorize a contract between the Corporation of the Municipality of Clarington and Laidlaw Waste Systems, Mississauga, Ontario for the collection and haulage of garbage. THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY ENACTS AS FOLLOWS: 1. THAT the Mayor and Clerk are hereby authorized to execute on behalf of the Corporation of the Municipality of Clarington with the Corporation Seal, a contract between Laidlaw Waste Systems and said Corporation. By-law read a first and second time this day of October, 1994 . By-law read a third time and finally passed this day of October, 1994 .
