Subject: QUOTATION Q94-14, SUPPLY OF CONCESSION BEVERAGES
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-93-94 be received;
2 . THAT Coca-Cola Bottling Ltd. , Uxbridge, Ontario, be awarded
the contract to supply concession beverages on an "as
required" basis for the period October 30, 1994 to August 31,
1999, based on the unit prices submitted;
3 . THAT the attached By-law marked Schedule "All be forwarded to
Council for approval; and
4 . THAT the funds required be drawn from the Community Services
respective years current operating budgets .
BACKGROUND AND COMMENT:
A formal quotation was issued with three (3) prospective bidders
being invited to submit a proposal .
The nature of this contract is such that it would not be in the
best interest
of the Municipality to issue formal tender
specifications, as the items are purchased on an "as required"
basis, and the total annual volume can fluctuate substantially from
year to year. In addition, a formal quotation request allows the
bidders the opportunity to include operating equipment such as
dispensing towers, ice cube making machines as well as any other
promotional benefits that may be offered during the duration of the
contract .

Subsequently, quotations were received from the following:
Coca-Cola Bottling
Uxbridge, Ontario
Pepsi Cola Canada Beverages
Fraserville, Ontario.

Based on the unit prices submitted, and the usage for 1993 , the
following are the total bid prices submitted by the bidders :

As part of the contract conditions, the unit prices submitted are
estimates only based on previous usage, and subsequently there is
no penalty assessed should these usage figures not be met .
Also included as part of the bid submission is the supply and
installation of the following equipment :

The servicing and maintenance of all equipment will remain the
responsibility of the successful bidder.
The term of the contract will be from October 30, 1994 to August
31, 1999 . The unit prices quoted will remain firm for a one year
period. Any price increases will not exceed the annual consumer
price index, and any price decreases would be passed on to the
Municipality.
After further review and analysis of the bid submission by both the
Community Services Department and the Purchasing and Supply Agent,
it was mutually agreed that Coca-Cola Bottling Ltd. , Uxbridge,
Ontario, be recommended for the contract award.
The required funds will be drawn from the Community Services
respective years operating budgets . The Treasurer has reviewed the
funding requirements and concurs with the recommendation. Any
queries with respect to departmental needs, specifications, etc. ,
should be referred to the Director of Community Services .
The subject firm has been the supplier of concession beverages for
the past five (5) years and has provided satisfactory service to
the Municipality of Clarington.

THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON
BY-LAW #
Being a By-law to authorize a contract between the Corporation
of the Municipality of Clarington and Coca-Cola Bottling Ltd.,
Uxbridge, Ontario, for the Supply of Concession Beverages.
THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY
ENACTS AS FOLLOWS:
1. THAT the Mayor and Clerk are hereby authorized to execute on behalf of the
Corporation of the Municipality of Clarington with the Corporation Seal, a contract
between Coca-Cola Bottling Ltd. and said Corporation.
By-law read a first and second time this day of October, 1994.
By-law read a third time and finally passed this day of October, 1994.
