THAT Report TR-102-94 be received; 2. THAT D & F Snow Removal, Bowmanville, Ontario, with a total bid price per callout in the amount of $1,522.25 (plus G.S.T.),be awarded the contract to provide snow clearing and winter maintenance as required by the Municipality of Clarington for the 1994/95, 1995/96 and 1996/97 winter seasons; and 3. THAT the funds expended be drawn from the 1994, 1995, 1996 and 1997 winter maintenance budgets, for the respective departments. BACKGROUND AND COMMENT: Tenders were publicly advertised and called for the snow clearing and winter maintenance of sidewalks and parking lots within the Municipality of Clarington, as required by the Department of Public Works. Also included in the contract is the Senior Citizens and Physically Disabled sidewalk snow clearing, sand/salting and driveway windrow removal. Although the contract includes the requirements of Public Works, Clerk's Department (By-Law) and Community Services, the callout and monitoring is the responsibility of the Department of Public Works. In order to ensure that all potential bidders understood the tender specifications and general conditions, a pre-tender meeting was held on Thursday, October 20, 1994. The general conditions of the tender stipulated that all contractors bidding on the tender must attend the meeting and that failure to do so would disqualify their bid submission. X42 RPAPELRC RECYICL3E RR6IS PR'M Q RECY-D PAPER TR-102-94 Page 2 A major change to the tender this year is that the award is for a three (3) year term rather than only one (1) year. This change benefits both the contractor and the Municipality, in that it allows the contractor sufficient time for depreciating necessary equipment purchases. Consequently, it also provides the Municipality with lower pricing, as well as consistency in the level of service. This contract will commence on December 1, 1994 and will expire on April 1, 1997. All prices quoted are to remain firm for the 1994/95 winter season. The prices for the second and third years may be subject to an annual adjustment in accordance with any fluctuations in the consumer price index at November of the previous year. I The following contractors attended the pre-tender meeting: I K.B.L. Construction, Peterborough i Hooked on Video, Oshawa G.W.S. Landscaping, Bowmanville D & F Snow Removal, Bowmanville R. Tompkin's Snow Plowing, Bowmanville Greenthumb, Port Hope Subsequently, tenders were received and tabulated as follows: Bidder Total Bid Amount Per Callout D & F Snow Removal $ 1,522.25 Bowmanville, Ontario i G.W.S. Construction $37,901.21 ** Peterborough, Ontario j bid amended - error in calculation Due to the number of locations and sections within this contract, as well as the additions and deletions made each year, it is difficult to state an overall price increase or decrease. However, upon review of the unit prices, the prices bid do represent a significant decrease over the 1993/94 winter season. i The actual remittance for snow removal services over the 1993/94 season, totalled approximately $110,000.00. I 743 TR-102-94 Page 3 After further review and analysis of the tenders by both the Public Works Department and Purchasing, it was mutually agreed that D & F Snow Removal, Bowmanville, Ontario, be recommended for the contract to provide snow clearing and winter maintenance. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc., should be referred to the Director of Public Works. The subject firm has previously worked satisfactorily for the Municipality of Clarington during the 1993/94 winter season. Respectfully submitted, Reviewed by, At � "C rie A.
