THAT Report EGD-15-02 be received; 2. THAT the intersection of Townline Road North and Concession Road 6 be changed from a three-way stop to an all-way stop with the installation of a stop sign on Darlington Concession Road 6 to control westbound traffic; 3. THAT additional pavement markings including stop bars be added at this intersection to augment the new right of way controls; 4. THAT the City of Oshawa be requested to provide the plastic stop bar pavement markings on the three paved legs of the intersection and cost share the improvements; 5. Director of Engineering Services Reviewed bY:(] f-,:f~--CZ ~ Franklin Wu Chief Administrative Officer RDB*ASC*ce 721 1_ '"' REPORT NO.: EGD-15-02 PAGE 2 1.0 BACKGROUND Jim Mochan, a frequent traveller through the intersection of Concession Road 6 and Townline Road North, verbally expressed safety concerns regarding motorist confusion surrounding this unusual 3 out of 4 way stop and suggested a safety review. 2.0 COMMENTS 2.1 Boundary Road Intersection Between Clarington and Oshawa (Jurisdiction and History): This intersection is located on Townline Road North, which is a boundary road between the City of Oshawa and the Municipality of Clarington, with Conlin Road to the west and Concession Road 6 to the east. The Municipality of Clarington presently maintains this portion of Townline Road North, but an ongoing review of the Boundary Road Agreement may see maintenance activities on this road section transferred to the City of Oshawa. Staff from Clarington, Oshawa and the Durham Regional Police had previously met on site during 1992 to discuss this intersection configuration. At that time it was agreed that the eastbound stop control had to stay to ensure safety until Conlin Road could be reconstructed to eliminate the danger caused by the vertical curve just west of the intersection. A second review of motor vehicle collisions during 1999 indicated that only one accident over a 5 year period from 1994 to 1998, could be partially attributed to confusion cause by the three-way stop. The westbound traffic was therefore permitted to continue travelling through the intersection unimpeded and the fourth stop sign was not added. 2.2 Clarington Traffic Management Advisory Committee (CTMAC) Review 2002 Committee members were asked to review the location and provide their comments on the existing intersection configuration. The committee members felt that although collision records do not indicate that accidents are occurring due to the unusual right of way controls, visual observations by Committee members indicated that there does appear to be driver confusion and a significant disregard 722 ~ , REPORT NO.: EGD-15-02 PAGE 3 for the existing stop sign for eastbound traffic. The CTMAC recommended changing the intersection from the existing 3-way stop to an all-way stop. During a discussion of the Townline Road North and Concession Road 6 intersection, it was noted by the Committee members that other 3 out of 4 way stops could be found in Ontario but are rare and should not be permitted except in unique circumstances. Example #1 : The M.T.O. controlled intersection of Baseline Road and Duke Street, Bowmanville, which remains in place to ensure a free flow of westbound traffic on Baseline Road onto the westbound 401 ramp. If the intersection were an all-way stop it would cause traffic to become congested and queue easterly back into the signalized intersection at Liberty Street. Example #2: Northumberland County - Hwy 2 at County Rd 10 in Welcome north of Port Hope which exists to ensure Hwy 2 traffic can make a turn to the south to follow Hwy 2 without stopping on a grade to the west of the intersection. 723 REPORT NO.: EGD-15-02 PAGE 4 2.3 Staff Review Motor Vehicle Collision History, Last Three Years: Collision Number 01-60203 Date June 1/01 01-4420 Jan 27/01 99-134326 Dec 11/99 Details 06: 10 pm eastbound vehicle stopped at stop sign, second vehicle rear ended the first. 01 :26 am northbound vehicle did not stop for stop sign striking a westbound vehicle at approx. 60 km/hr. 00:30 am eastbound vehicle braked for stop sign on wet pavement, lost control and drove into ditch. None of these recent collisions were attributable to the existing 3 out of 4 way stop configuration. 2.4 Intersection Turning Movement Study And Stop Sign Compliance Review A four-hour traffic study was completed by Staff on January 22, 2002, between 2:00 p.m. and 6:00 p.m. to capture the peak afternoon volumes. In addition to the basic turning movement counts, a tally was also kept of the number of "fail to stop" for east bound traffic. The fail to stop tally consisted of vehicles which travelled through the intersection at speeds that were considered in excess of the usual rolling stops which many motorists make at urban and rural intersections. Although the fail to stop tally is subjective, dependent upon the observer, it is still considered important to note the disregard for the existing traffic control at this intersection. The eastbound motorists approaching the stop sign all appeared to see the stop sign and make a minimal attempt at reducing speed, but once seeing the way was clear continued through the intersection without stopping. The 724 REPORT NO.: EGD-15-02 PAGE 5 Durham Regional Police Traffic Unit was requested to blitz this intersection over a period of time to improve compliance and advise staff of their findings: Jan. 22/02 Intersection Fail to Stop (high speed) Period Volumes Observed by Staff 2-3 pm 137 7 3-4 pm 239 7 4-5 pm 281 14 5-6 pm 333 11 2-6 pm 990 39 (four hour summary) During the four hour study there were two occasions when a motorist appeared confused regarding the right of way and stopped within the intersection as other traffic approached. 2.5 Existing Conditions and Suggested Intersection Improvements There is an existing stop ahead sign 150 metres west of the intersection. Eastbound motorists are within 90 metres of the intersection before they see the oversized 90 x 90 cm stop sign. Sight distance of a northbound motorist from the intersection looking west is limited to only 75 metres. If the eastbound stop control were not in place the accident potential would increase significantly. 2.5.1 Reconstruction (Long Term) Reconstruction of Conlin Road to improve sight lines is ultimately required to eliminate the sight distance problems, but is not expected for several years. Volumes are expected to increase with additional residential development in Oshawa and the addition of a University Facility at Durham College, located on Conlin Road at Simcoe Street in Oshawa. 725 '- REPORT NO.: EGD-15-02 PAGE 6 2.5.2 Flashing Beacons A flashing beacon either above the intersection or above the stop or stop ahead signs does not appear to be warranted based on the relatively low number of collisions at this intersection. 2..5.3 All-Way Stop Although an all-way stop is not warranted based on existing intersection volumes or collision history, it is seen as an improvement to eliminate the unusual 3-way stop and could be implemented with the passing of a by-law to amend Traffic By- law 91-58 by the Municipality of Clarington, with subsequent approval by the Region of Durham. The City of Oshawa would not be required to make any by- law amendment or approval to the change proposed by the Municipality of Clarington. 2.5.4 Pavement Markings to Asphalt Surfaces The addition of plastic stop bars on the approaches, and a yellow centre line to the east of the intersection, may improve driver recognition and compliance. This intersection improvement of plastic stop bars has been discussed with the City of Oshawa who would provide the plastic stop bars in conjunction with Clarington installing the additional stop sign. Being a By-law to amend By-law 91-58, as amended, being a By-law to Regulate Traffic on Highways, Municipal and Private Property in the Municipality of Clarington. WHEREAS the Council of the Corporation of the Municipality of Clarington deems it desirable to amend By-law 91-58; NOW THEREFORE the Council of the Corporation of the Municipality of Clarington hereby enacts as follows: 1) Schedule XVI "STOP SIGNS' of By-law 91-58 is amended by: A) Adding the following reference: Column 1 Intersections Column 2 Facinq Traffic Concession Road 6 and T ownline Road North (Dariington) Westbound on Concession Road 6 2) This By-law shall come into force and take effect on the date approved by the Council of the Regional Municipality of Durham and when signs to the effect are erected.
