Subject: TENDER CL94-19, ONE ( 1) ONLY ONE TON PICK UP TRUCK C/W UTILITY
BODY
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT report TR-24-94 be received;
2 . THAT Holiday Ford Ltd. , Peterborough, Ontario, with a total
bid in the amount of $46,285.25 (including taxes) , being the
lowest responsible bidder meeting all terms, conditions and
specifications of Tender CL94-19, be awarded the contract to
supply one ( 1) only One Ton Pick Up Truck c/w Utility Body, as
required by the Municipality of Clarington,, Department of
Public Works; and
3. THAT the total funds in the amount of $47,090.25 ($46,285.25
tender + $805 .00 painting) be provided from the approved 1994
Public Works Fleet Account FORTHWITH.
BACKGROUND AND COMMENT
Tenders were publicly advertised and invited for the supply and
delivery of one ( 1) only One Ton Pick Up Truck c/w Utility Body, as
required by the Department of Public Works. Subsequently, tenders
were received and tabulated as follows .

The low bid in the amount of $45,967 .85 proposed by Holiday Ford
Ltd. , meets all specifications of the tender, however, the delivery
time of the vehicle is 6 - 7 months. This is due to the increased
demand for vehicles this year and subsequently the early cut-off
date for ordering imposed by the Manufacturers . It is for this
reason as well that there was a lack of response to this tender.
While some dealers are still accepting orders, they are not
guaranteeing delivery.
The subject firm therefore, also submitted an alternate bid for an
in-stock vehicle that meets all of the tender specifications with
the exception that the colour is white rather than red.
As this vehicle is required for the 1994 summer season, it is
staff's recommendation that the alternate bid be accepted and that
the vehicle be painted red. A quotation in the amount of $805 . 00
for the painting of the vehicle has been obtained.
With respect to the trade in offered on the existing 1989 One Ton,
it is staff 's opinion, with the high mileage of the vehicle, that
the amount proposed is reasonable and recommend that it be
accepted.
After further review and analysis of the tender by Public Works and
Purchasing, it was mutually agreed that the alternate bid from
Holiday Ford Ltd. , Peterborough, Ontario be recommended for the
contract to supply and deliver one ( 1) only One Ton Pick Up Truck
c/w Utility Body to the Municipality of Clarington, as required by
the Department of Public Works .
As we face the risk of this in-stock vehicle being sold to someone
else, a forthwith approval is requested.

The required funds will be provided from the approved 1994 Public
Works Fleet Account, and are over the $40,000 . 00 allocation as
reflected on Page 60, Item 2, of the 1994 Draft Capital Budget.
However, sufficient funds remain available from the purchase of
Three One Ton Pick Up Trucks . As identified in report TR-20-94,
$99,000. 00 was allocated for this purchase with the total tender
amount of $72,287 . 85.
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department needs,
specifications, etc. , should be referred to the Director of Public
Works.
The subject firm has previously provided satisfactory service for
the Municipality of Clarington.
