THAT Report TR-25-94 be received; 2 . THAT George Moore Electric, Bowmanville, Ontario, with bid prices of $30 .50 per hour for Journeyman Electrician and $23 . 00 per hour for Journeyman Electrician's Helper be awarded the contract to provide Electrical Services for Street Lighting, as required by the Municipality of Clarington for 1994; and 3. THAT the funds expended be drawn from the Street Lighting Accounts #7230-00201-0000 and 7230-00101-0000. BACKGROUND AND COMMENT: Quotations were issued and invited to provide Electrical Services for Street Lighting as required by the Municipality of Clarington for 1994 . Subsequently, quotations were received and tabulated as per Schedule "All attached. Note, in addition to the hourly rate quoted, prices were also submitted for various pieces of equipment that may be required throughout the year. The bid prices represents a zero percent (0%) increase/decrease in the hourly rates over the 1993 contract prices . The required funds will be drawn from the 1994 Street Lighting account. 1/ 66 uus is M—D-BEGYCLED MPER REPORT NO. : TR-25-94 PAGE 2 QUOTATION Q94-5 For the information of Council, the Municipality of Clarington spent approximately $24,000.00 for Electrical Services on Street Lighting during the 1993 year. A review of the services and equipment utilized during the 1993 contract period was conducted in order to ascertain which bid represented the lowest overall cost to the Municipality. Although the hourly rates for Journeyman Lineman Helper, charged by Langley Utilities and Independent High Voltage are less than the rate charged by George Moore Electric, the minimum charge rate and the hourly rate for Journeyman Lineman is substantially higher. In addition the prices quoted for the equipment provided by Langley Utilities and Independent High Voltage do not include an operator whereas the price provided by George Moore Electric does . With respect to the lower material charges bid by both Langley Utilities and Independent High Voltage, based on previous years approximately 55% of the total annual expended funds is for parts. The major material item for this contract is high pressure sodium replacement lamps which for 1994 will be purchased directly by the Municipality of Clarington from L.A.S. (a company formed by the Association of Municipalities of Ontario for group bulk purchases) rather than from the Contractor. The price available to the Municipality from L.A.S. is below the Contractor's cost. The Treasurer has reviewed the funding requirements and concurs i with the recommendation. Queries with respect to department needs, specifications, etc . , should be referred to the Director of Public j Works . i REPORT NO. : TR-25-94 PAGE 3 QUOTATION Q94-5 After further review and analysis of the bids by Purchasing and Public Works, it is respectfully recommended that George Moore Electric, Bowmanville, Ontario, be awarded the contract to provide Electrical Services for Street Lighting to the Municipality of Clarington as required.
