Subject: PURCHASE OF A MAD VAC FOR LITTER PICK-UP
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report TR-26-94 be received;
2 . THAT the procedures set out in the Purchasing By-law #82-96,
Section 5, Paragraph 06, be waived for this particular
transaction;
3 . THAT the contract to purchase a "Mad Vac" for litter Pick-up
in the amount of $35,362 .50 (including taxes) be awarded to V
Quip, Burlington, Ontario, FORTHWITH;
4 . THAT staff be authorized to obtain quotations and subsequently
purchase a trailer suitable for transporting the Mad Vac,
FORTHWITH;
5 . THAT the total required funds, estimated to be $42,000 . 00, for
the purchase of the Mad Vac and the trailer be obtained from
the 1994 Public Works Department Equipment Reserve Fund
Account; and
6 . THAT the Secretary of the Bowmanville, Newcastle, and Orono
B.I .A. 's be advised of Council's decision and be provided with
a copy of Report TR-26-94 .

1.0 BACKGROUND
1.1 Level of Service
From 1988 to 1991 the Public Works Department provided a good
level of service of litter pick up in the downtown areas of
Bowmanville, Newcastle Village and Orono during the months
from May to August. Due to budget restrictions, the level of
service was reduced in 1992 and in 1993 no litter pick up was
provided.
1.2 Meeting Held
On Wednesday, March 30, 1994, a meeting was held with the
Board of Management of the Bowmanville Business Centre to
discuss their concerns and determine if there were ways that
the Municipality could assist them. One of their concerns was
litter pick-up in the downtown area.
2.0 REVIEW AND COMMENT
2.1 Litter Pick-up
As noted earlier in this report, litter pick-up was not
provided in the downtown areas by the Public Works Department
in 1993 . As a result, the Bowmanville BIA hired a student to
pick up litter and do other tasks as assigned. The BIA did
not find this very satisfactory.
2.2 Mad Vac
A machine with the trade name "Mad Vac" , which is designed to
pick up litter on sidewalks and confined spaces, is available
from V Quip Inc . , Burlington. The manufacturer claims that
the cost of litter pick-up by "Litter-Pickers" can be reduced
by as much as 76 per cent using a Mad Vac.

2.3 Other Municipalities
Both the Town of Whitby and the City of Oshawa have been
using, with satisfaction, a Mad Vac for litter pick-up for
some time. As well, the City of Oshawa has just taken
delivery of two new Mad Vacs .
2.4 Tendering Process
For the information of Council, there is another Manufacturer
of a vacuum litter pick-up machine that has been tried by both
the City of North York and the City of Oshawa. Both
Municipalities have advised that they were not satisfied with
the performance of the equipment.
As V. Quip are the only distributors for the "Mad Vac" , it is
staff's recommendation that the Purchasing By-law #82-96,
Section 5, Paragraph 06, be waived for this transaction and
that V Quip, Burlington, Ontario be awarded the contract in
the amount of $35,362 .50 (including taxes) . In addition to
the purchase of the Mad Vac, a trailer, designed for the Mad
Vac will be required. The estimated cost for the trailer is
about $7,000 . 00 .
2.5 Delivery Time
The delivery of the "Mad Vac" is approximately 2 - 4 weeks .
Since we would like to have the Mad Vac for the Clarington
Clean-Up week, a FORTHWITH approval is requested.

2.6 Annual Cost
The estimated annual cost to provide a good level of service
for litter pick-up in the downtown areas, including sidewalks
and parking lots is $20,000 . 00 for labour and depreciation on
the equipment. The funds for providing the services will come
from the existing Public Works Department Accounts, Sidewalk
Maintenance, 7212-0041-X and Off Street Parking, 7212-00441-X.
