Subject: Tender CL94-20, THREE (3) ONLY 39,000 GVW CAB AND CHASSIS C/W
SNOW PLOW, TRUCK HARNESS, PLOWS, WINGS AND DUMP BODY
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That report TR-29-94 be received;
2 . That Winslow-Gerolamy Motors, Peterborough, Ontario,
with a total bid in the amount of $323,098 . 65 (Alternate
Bid) , being the lowest responsible bidder meeting all
terms, conditions and specifications of Tender CL94-20,
be awarded the contract to supply three (3) only 39,000
GVW Cab and Chassis C/W Snow Plow, Truck Harness, Plows,
Wings and Dump Body, as required by the Municipality of
Clarington, Department of Public Works; and
3 . That the funds expended be provided from the approved
1994 Capital. Budget, from the Public Works Equipment
Reserve Account #2900-00010-0000, FORTHWITH.
BACKGROUND & COMMENTS:
Tenders were publicly advertised and invited for the supply and
delivery of three (3) only 39,000 GVW Cab and Chassis C/W Snow Plow,
Truck Harness, Plows, Wings and Dump Body, as required by the
Department of Public Works.

Bid Amended - Extension Error
A review of the low bid submitted by Winslow-Gerolamy Motors revealed
that the equipment proposed does not meet all tender specifications,
as identified in the attached memo marked Schedule "All from Mr. D.
Patterson, Manager of Operations, Public Works Department.
With respect to the trade-in allowance offered for the two existing
1982 Model L9000 and the one 1983 L8000, bidders were advised that the
Municipality of Clarington reserved the right to accept or reject the
trade-in allowance. It is the opinion of staff that the trade-in
offered for the two 1982 model L9000 's is reasonable and is likely in
excess of any amount the equipment could be sold for at the Regional
Auction Sale. However, the trade offered on the 1983 model L8000 is
lower than would likely be realized at the Regional Auction Sale. It
is therefore recommended that the trade-in offered for the 1982 model
L9000"s only be accepted and that the 1983 model L8000 be sold in the
fall at the Regional Auction Sale. Subsequently, the bid from Winslow
Gerolamy is adjusted to $323,098 .65 .

PLOW, TRUCK HARNESS, PLOWS, WINGS AND DUMP BODY
After further review and analysis of the tender by Public Works and
Purchasing, it was mutually agreed that Winslow-Gerolamy Motors,
Peterborough, Ontario, (Alternate Bid) , be recommended for the
contract to supply and deliver three (3) only 39,000 GVW Cab and
Chassis C/W Snow Plow, Truck Harness, Plows, Wings and Dump Body to
the Municipality of Clarington, as required by the Department of
Public Works .
Due to the extended delivery time for this equipment, a FORTHWITH
approval is requested.
The required funds will be provided from the approved 1994 Capital
Budget, from the Public Works Equipment Reserve Account #2900-00010-
0000 and is within the $345,000 . 00 allocated as identified on page 60
($115, 000 . 00 + $115,000 .00 + $115,000.00) of the draft Capital Budget.
The Treasurer has reviewed the funding requirements and concurs with
the recommendation. Queries with respect to department needs,
specifications, etc . , should be referred to the Director of Public
Works.

The subject firm have previously performed satisfactorily for the
Municipality of Clarington.

Upon reviewing the above mentioned tender, I recommend
that Winslow-Gerolamy, Peterborough, Ont. be awarded the
contract on the Alternate bid of
Please be advised that their low bid, which includes Frink
as the supplier of snow plow equipment, does not meet spec.
On page 21 of 53 , under LIGHTS AND WIRING, they fail to
meet spec. On page 28 , under CONTROLS, they state that
the spreader control meet MTO spec. #0919-1A. Please be advised
that this is not true. The Flowdraulics Control , Model 2FF1 ,
which is offered, does not meet spec and in fact costs quite
a bit less. (approx. $2, 000 difference per truck x 3 trucks)
Please make the necessary report for the G.P.A. meeting,
asking for forthwith approval .
