Subject: TENDER NW93-461 ACOUSTIC PANELS
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report TR-38-94 be received;
2 . THAT Contract Architectural Products, Mississauga, Ontario,
with a total bid price of $17,600.00 (plus G.S.T. ) be awarded
the contract for the supply and installation of Acoustic
Panels Option B, item (i) at the Bowmanville Recreation
Complex, as required by the Department of Community Services;
and
3. THAT the funds expended be drawn from the Community Services
Lot Levy Account #1110-0156-0000 as carried over from the 1991
Capital Budget ($21,000 carried over) .
BACKGROUND AND COMMENT:
Tenders were publicly advertised and specifications were issued for
the supply and installation of acoustic panels at the Bowmanville
Recreation Complex. In order that we may obtain the best value
for the funding available, the tender documents required bidders to
quote on the following alternatives:
Option A - Arena
i) 5 Second Reverberant Time
ii) 3 Second Reverberant Time
iii) 1.5 Second Reverberant Time

Option B - Community Hall
i) 3 Second Reverberant Time
ii) 2 Second Reverberant Time
iii) 1.4 Second Reverberant Time
As the number of companies providing this service is limited, only
one ( 1) bid was received as follows:

The required funds will be drawn from the Community Services Lot
Levy Account #1110-0156-0000 as carried over from 1991. For the
information of Council funds were carried over for the supply and
installation of acoustic panels in the Multi Purpose Room
(Community Hall) and the arena, in the amounts of $21,000. 00 and
$15,000. 00 respectively.

Significant improvements to the acoustics in the Arena portion can
not be achieved within the budget allotment. Staff will review
this area considering other options to be addressed during future
budget deliberations . It is therefore recommended that we proceed
with the Multi Purpose Room (Community Hall) only at this time.

After further review and analysis of the bids by Purchasing and
Community Services, it was mutually agreed that Contract
Architectural Products, Mississauga, Ontario, be recommended for
the contract award for the supply and installation of acoustic
panels , option B, (i) as required by the Community Services
Department.

Although the subject firm have not previously performed for the
Municipality of Clarington, they have provided similar satisfactory
service to the City of Kitchener and the Canadian Imperial Bank of
Commerce.
