THAT Report TR-41-94 be received; 2 . THAT Harnden and King Construction, Brooklin, Ontario, with a total bid in the amount of $54,740 . 00 (plus applicable taxes) , being the lowest responsible bidder meeting all terms, conditions and specifications of the Region of Durham Co-Op Tender T204-94, be awarded Section I of the contract to supply Emulsified Asphalt Patching Material (cold mix) on an "as required" basis, to the Municipality of Clarington; 3 . THAT Innovative Building Products, Ajax, Ontario, with a total bid in the amount of $57,950 .00 (plus applicable taxes) , being the lowest responsible bidder meeting all terms, conditions and specifications of the Region of Durham Co-op Tender T204- 94, be awarded Section II of the contract to supply High Performance Asphalt Repair Material on an "as required" basis, to the Municipality of Clarington; 4 . THAT Bennett Paving & Materials, Oshawa, Ontario, with a total bid in the amount of $5,400. 00 (plus applicable taxes) , being the lowest responsible bidder meeting all terms, conditions and specifications of the Region of Durham Co-Op Tender T204- 94, be awarded Section III of the contract to supply Driveway Mix and HL3 Hot Mix on an "as required" basis, to the Municipality of Clarington; and 5 . THAT the funds expended be provided from the approved 1994 Public Works Road Maintenance, Pavement Patching Account #7208-00411-0169, FORTHWITH. 14y'*V P,- REPORT NO. : TR-41-94 PAGE 2 TENDER T204-94 BACKGROUND AND COMMENT: The Municipality of Clarington joined the Regional Municipality of Durham on a Co-operative basis to tender for Emulsified Asphalt Patching Material (cold mix) , High Performance Asphalt Repair Material, Driveway Mix and HL3 Hot Mix. The bids were tabulated as per Schedule "A" attached. After review and analysis of the bids by Purchasing and Public Works, it was mutually agreed that the bid from Harnden and King Construction, Brooklin, Ontario, for Emulsified Asphalt Patching material (cold mix) , the bid form Innovative Building Products, Ajax, Ontario, for High Performance Asphalt Repair Material and the bid from Bennett Paving & Materials, Oshawa, Ontario, for Driveway Mix and Hot Mix be recommended for Section I, II, and III respectively as required by the Department of Public Works . Due to the lateness in receiving the results from the Region of Durham, Co-Op Tender T204-94 which closed May 24, 1994, it was necessary to purchase from the low bidder Harnden and King Limited, 212 tonnes of cold mix patching on May 17, 1994 and 230 tonnes of cold mix patching and 30 tonnes of High Performance Cold mix from the low bidder Innovative Building Products on June 1, 1994, as the material was required immediately as the summer season was imminent; therefore, a forthwith approval is requested. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc . , should be referred to the Director of Public Works. The unit prices for Sections I and II and III reflect approximately a .5% decrease, no increase, and a 5% increase respectively. 1 I REPORT NO. : TR-41-94 PAGE 3 TENDER T204-94 All of the subject firms have previously provided satisfactory service to the Municipality of Clarington.
