Subject: TENDER T211-941 SUPPLY, DELIVERY AND APPLICATION OF CALCIUM
CHLORIDE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report TR-42-94 be received;
2 . THAT Miller Paving Limited, Markham, Ontario with a total bid
price of $26, 100 . 00 (plus applicable taxes) , for liquid
calcium chloride being the lowest responsible bidder meeting
all terms, conditions and specifications of the Region of
Durham Co-Op Tender T211-94, be awarded the contract to supply
and apply approximately 250,000 litres of liquid calcium
chloride, as required by the Municipality of Clarington Public
Works Department;
3 . THAT Innovative Building Products, Ajax, Ontario, with a total
bid price of $2,418 .40 (plus applicable taxes) , for flaked
calcium chloride (in 40 kilo bags) , being the lowest
responsible bidder meeting all terms, conditions and
specifications of the Region of Durham Co-Op Tender T211-94,
be awarded the portion of the contract to supply and deliver
approximately 8,000 kg of flaked calcium chloride, as required
by the Municipality of Clarington Public Works Department; and
4 . THAT the funds expended be drawn from the approved 1994 budget
allocation for Public Works Road Maintenance, Dust Control
Account #7209-00401-0169, FORTHWITH.
BACKGROUND AND COMMENT:
The Municipality of Clarington joined the Regional Municipality of
Durham on a Co-Operative basis to tender for the supply and
application of calcium chloride products .

After review and analysis of the bids by Purchasing and Public
Works, it was mutually agreed that the bid from Miller Paving
Limited, Markham, Ontario, be recommended for the contract for
liquid calcium chloride and that Innovative Building Products,
Ajax, Ontario, be recommended for the contract for flaked calcium
chloride in 40 kilo bags .
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department needs,
specifications, etc. , should be referred to the Director of Public
Works.
The tendered prices from Miller Paving Limited and Innovative
Building Products reflect approximately a 10% decrease and a 7%
decrease respectively over those tendered in 1993 .

Due to the lateness of receiving the results from the Region of
Durham Co-Op Tender T211-94, which closed May 17, 1994, it was
necessary to purchase 3360 kg. of flaked calcium from the low
bidder Innovative Building Products of May 25, 1994, as the
material was required immediately as the summer season was
imminent; therefore a FORTHWITH approval is requested.
Both the subject firms have performed satisfactorily for the
Municipality of Clarington.
