THAT Report TR-46-94 be received; 2 . THAT M.S.C. Electronics Ltd. , Richmond Hill, Ontario, with a total bid amount for Part "1" of $10,338 .50 (including taxes) for the supply, delivery and installation of a Pay and Display Ticket Dispenser, at Division Street Parking Lot, be awarded the contract for Part 11111 , as required by the Department of Public Works; and 3 . THAT the total funds required in the amount of $11,003 .50 ($10, 338 .50 + $665.00 frame, base, pad) be drawn from the approved 1994 Public Works Capital Budget Account #7225-00000- 0520 FORTHWITH. BACKGROUND AND COMMENT: Tenders were publicly advertised and issued for the supply, delivery and installation of a Pay and Display Ticket Dispenser at the Division Street Parking Lot. As optional pricing, Part II provided for the trade-in of the existing unit and the purchase of two (2) Pay and Display units. As per the tender specifications, the Municipality may award Part 11111 or Part 11211 , whichever is in their best interest. MacKay Canada Ltd. $12,057 . 75 $20, 125 .00 London, Ontario For the information of Council, it is recommended that the existing smaller Pay and Display Ticket Dispenser located in the Division Street Parking lot will be relocated in the Silver Street parking lot. This will require an approximate expenditure of $665. 00 for the purchase of a new mounting frame and cement pad. The alternative to this would be to award Part 2 of the Tender which was to trade in the existing unit on the purchase of two (2) new Pay and Display ticket dispensers . As this alternative exceeds the budget allocation, it is not being recommended at this time. Although the M.S.C. unit is relatively new to North America, it is proven in Europe. The Public Works Traffic Co-ordinator has spoken to many Ontario Parking Authorities regarding this unit and is confident the subject firm will provide excellent service. The required funds will be drawn from the approved 1994 Public Works Capital Budget Account #7225-00000-0520 and are within the $17,000.00 allocated as reflected on page 39 of the capital budget. Due to the fact that currently there are no parking meters in the Silver Street parking lot, a forthwith approval is requested. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc . , should be referred to the Director of Public Works . REPORT NO. : TR-46-94 PAGE 3 TENDER CL94-30 After further review and analysis of the bids by Purchasing and the Public Works Department, it was mutually agreed that M.S.C. Electronics Ltd. , Richmond Hill, Ontario be recommended for the . tender award to supply, deliver and install a Pay and Display Ticket Dispenser at the Division Street Parking Lot.
