Subject: CO-OPERATIVE TENDER CL95-2, 1995 TRAFFIC SIGN REQUIREMENTS
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-18-95 be received;
2 . THAT Confederation Traffic Signs, Port Perry, Ontario with a
total bid amount of $40, 848 .32 for Part A, for the
Municipality of Clarington' s requirements, being the lowest
responsible bidder meeting all terms, conditions and
specifications of Co-operative Tender CL95-2, be awarded part
"A" to supply and deliver the 1995 Traffic and Street Sign
requirements to the Municipality of Clarington; and
3 . THAT Scugog Signs, Nestleton, Ontario with a total bid amount
of $7,427 .28 for Part B, for the Municipality of Clarington' s
requirements, being the lowest responsible bidder meeting all
terms, conditions and specifications of Co-operative Tender
CL95-2, be awarded Part "B" to supply and deliver the 1995
Traffic and Street Sign Hardware requirements to the
Municipality of Clarington; and
4 . THAT the funds expended be drawn from the 1995/96 budget
allocation for Traffic and Street Signs .
BACKGROUND AND COMMENT
As a result of the recently formed Durham Purchasing Co-operative
Group, various commodities that are common to all or most
Municipalities in the Region of Durham are being reviewed. The
supply and delivery of Traffic Sign requirements was selected as a
possible co-operative venture. In past years, this tender has
always been issued by each Municipality within the Region of Durham
on an individual basis . Before a co-operative tender was possible,

it was necessary for all participants to standardize as much as
possible on the requirements. Through joint meetings held between
the Purchasing Staff and the Traffic Co-ordinators for each
Municipality, a consensus was reached on most items . This allowed
for the greatest possible potential to be achieved through the co-
operative process. As a result of these meetings, it was agreed
that aluminum rather than galvanized steel should be the standard
for all traffic signs. Although aluminum is more expensive, it is
the most cost efficient as it has a longer life and consequently
does not have to be replaced as often. In addition it is lighter
in weight and is therefore easier to handle.
The participants in this Co-operative Tender are:
The Municipality of Clarington
The City of Oshawa
The Town of Whitby
The Town of Ajax
The Town of Pickering
The Region of Durham
Subsequently, a co-operative tender was publicly advertised and
called for the supply and delivery of various Traffic and Street
Sign requirements as required by all the participants .
A bid summary marked, Schedule "A" is attached.
Of the total bid amounts indicated for Parts "A' and "B"s the
Municipality of Clarington' s requirements amount to $40, 848 . 32 and
$7, 427 . 28 respectively.
Note, the Municipality of Clarington does not have any requirements
for parts "C" and "D" .
The contract resulting from this tender will cover the supply and
delivery to the Municipality of Clarington on as "as required"
basis, the various signs and miscellaneous hardware listed on
Schedule "B" attached, for a one year term to commence immediately
upon award.

For the information of Council, due to the change from galvanized
steel to aluminum, the change from an individual to a co-operative
tender, as well as the changes in requirements from last year, it
is difficult to state an overall price increase or decrease.
However, in most cases, the price increase from steel to aluminum
was kept to within a 10-20% increase and in fact in some cases
there was a decrease in price.
In accordance with the "Terms of Reference/Constitution" of the
Durham Purchasing Co-operative, any member agency may elect to
participate in a co-operative tender call and in so doing, agrees
to remain committed to the call and award its requirements based
upon the overall lowest cost/best value, subject to the
availability and approval of funds by the respective Council .
Although the low bidder for part "A" has not previously been
awarded the annual contract requirements for the Municipality of
Clarington, they have provided signs satisfactorily during the past
few months on an as needed basis . This is a relatively new firm
that is owned and operated by past employees of Provincial Traffic
Signs . With respect to the low bidder for part "B" , this firm has
not provided the Municipality of Clarington in the past, however
they have provided satisfactory service to other participants in
the co-operative.
A site visit to both of the recommended firms was attended by both
the Purchasing staff and the Traffic Co-ordinators for each of the
participants .
After further review and analysis of the bids by both Purchasing
and Public Works, it was mutually agreed that Confederation Traffic
Signs, Port Perry, Ontario and Scugog Signs, Nestleton, Ontario be
recommended for the contract award for parts "A' and "B"
respectively.

The required funds will be drawn from the 1995/96 budget allocation
for Traffic and Street Signs .
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department needs,
specifications, etc. , should be referred to the Director of Public
Works.
