Subject: TENDER CL94-42 , RESTORATION OF WINDOWS, BOWMANVILLE MUSEUM
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-22-95 be received;
2 . THAT Class Glass Man, Uxbridge, Ontario, with a total bid
price of $19, 680 . 51 ($17, 893 . 00 bid + $500 . 00 extra painting
+ G.S .T. ) , be awarded the contract for the restoration of the
Bowmanville Museum Windows, as requested by the Bowmanville
Museum; and
3 . THAT the funds expended be drawn from the Bowmanville Museum
1995 Reserve Fund.
BACKGROUND AND COMMENT:
A tender was publicly advertised and issued with the following bids
being submitted:

As the low bidder had provided for only touch up painting, a quote
of an additional $500 . 00 has been provided for the painting of the
interior windows and frames . This brings the total bid amount to
$19, 680 . 51, including G.S.T.
The required funding will be drawn from the Bowmanville Museum
Reserve Fund as identified in the 1995 Capital Budget, page 328,

and are within the $30, 000 . 00 allocation.
Although the subject firm has not previously provided service for
either the Municipality of Clarington or the Bowmanville Museum,
they have provided satisfactory service for the Durham Board of
Education. See the attached letter from Totten Sims Hubicki
Associates marked Schedule "A" .
After further review and analysis of the bids by Purchasing,
Community Services, the Consultant Totten Sims Hubicki Associates,
as well as the Bowmanville Museum, it is recommended that Class
Glass Man, Uxbridge, Ontario, be recommended for the contract award
for the restoration of the windows at the Bowmanville Museum. This
recommendation has been approved by the Bowmanville Museum Board.
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to any
specifications, etc . , should be referred to the representative of
the Bowmanville Museum.

Restoration of Windows
Bowmanville Museum
TSH Project No. 22-13371
I have reviewed the tenders received for the above named project and spoke to Mr. Erik Lehtinen of
Class Glass February 7, 1995 to discuss several concerns.
Even though the tender amount from Class Glass is substantially lower than the other bidders, the variance
can be substantiated by the fact that they are not subcontracting work as are the other general contractors.
As a small window manufacturer they are also able to supply and install glazed units at a much lower rate.
One item which appeared much lower in value than the other bidders was for painting of the interior
frames and windows. Class Glass had apparently only allowed for touch up painting and indicated that
about $500.00 extra would be needed for complete painting of the frames and windows. With this figure
they are still well below all other bidders.
I have also contacted Mr. John Fitzsimmons at the Durham Board of Education who has had very
successful dealings with Class Glass and indicated they are a very knowledgeable and dependable company.
In conclusion therefore, I recommend that the Municipality of Clarington retain Class Glass to carry out the
restoration of the windows at the Bowmanville Museum. Additional fees should be negotiated with regard
to the interior painting if this work is to be carried out.
