Subject: TENDER CL95-17, GARNET B. RICKARD RECREATION COMPLEX -
LANDSCAPING
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-30-95 be received;
2 . THAT Cambium Site Contracting Inc . , Concord, Ontario, with a
total bid in the amount of $120 . 006 . 90 (including all taxes) ,
being the lowest responsible bidder meeting all terms,
conditions and specifications of Tender CL95-17, be awarded
the contract for the Garnet B. Rickard Recreation Complex -
Landscaping, as required by the Department of Community
Services;
3 . THAT the attached By-law, marked Schedule "A" , be forwarded to
Council for approval; and
4 . THAT the total required funds in an approximate amount of
$129, 506 . 90 ($120, 006 . 90 Contract Value + $9, 500 . 00
consulting, design, contract administration) be drawn from the
Community Services Capital Budget Account #7603-00001-0516 . j
BACKGROUND AND COMMENT:
Tender specifications were provided by Cosburn, Giberson Landscape
Architects, for the Garnet B . Rickard Recreation Complex -
Landscaping, as required by the Department of Community Services
and as approved under the Canada Ontario Infrastructure Works
Program. Subsequently, bids were received and tabulated as
follows :

10 Error in extension
Due to addendum revisions during the tender period, the contingency
amounts provided for in the total bid amount will be at less cost
and are therefore reduced by $5, 500 . 00 . This therefore reduces the
total bid amount from $125, 506 . 90 to $120, 006 . 90
The total required funds in the approximate amount of $129, 506 . 90
($120 , 006 . 90 contract value + $9, 500 . 00 consulting, design,
contract administration) , will be drawn from the Community Services
Capital Budget Account #7603-00001-0516 .
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department needs,
specifications, etc. , should be referred to the Director of
Community Services .

After further review of the bids by Community Services, Purchasing
and the Consultant, it was mutually agreed that Cambium Site
Contracting Inc . , Concord, Ontario, be recommended for the contract
award.
Although the subject firm have not previously performed for the
Municipality of Clarington, they have provided satisfactory service
for Strybos Associates Ltd. , and NAK Design Group, as noted in the
letter from Cosburn, Giberson Landscape Architects, marked Schedule

SCHEDULE "A"
THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON
BY-LAW 95-
Being a By-law to authorize a contract between
the Corporation of the Municipality of
Clarington and Cambium Site Contracting in
respect to the Garnet B. Rickard Recreation
Complex - Landscaping.
THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY ENACTS AS
FOLLOWS :
1 . THAT the Mayor and Clerk are hereby authorized to execute, on
behalf of the Corporation of the Municipality of Clarington
with the Corporation Seal, a contract between Cambium Site
Contracting Inc . and said Corporation.
2 . THAT this agreement attached hereto as Schedule "A" form part
of this By-law.
By-law read a first and second time this day of May, 1995 .
By-law read a third time and finally passed this day of May,
1995 .

I laving reviewed the completed tender forms as submitted for the abtwc noteel project, we find
them to be in order with respect to completion and calculations.
Due to addendum revisions during the tender period, two items in the tender :form will be
executed at reduced casts, item # 34, Contingency is reduced by x;4,0()() to $(,000., and
item # 35, Culvert Contingency is deleted, at a cost of$1,500. 'I'hl�; will reduce all tender total
estimated costs by $5,500. This will revises the low bid by C'atnbium Site Comracting Inc. to
$120,006,90. Please also find attached, Cambium Site C`ontractin , Inc.'s rcicrence details as
per your request, We have personally reviewed rei'erence details with Slrybtry Associates Ltd,
and Nak Design and both were most favourable. We are also in the process oi'rctalning
Cambium Site Contracting Inc, on another project in our office and would, bss,sed on our
research, recommend they be awarded the contract,
We will prepare contract documents fiyr signatures when they become required, and further to
your direction.
