Subject: TENDER CL95-10, RECONSTRUCTION OF TRULLS ROAD
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-38-95 be received;
2 . THAT Ron Robinson Limited, Oshawa, Ontario, with a total bid
in the amount of $1, 208, 027 . 80, being the lowest responsible
bidder meeting all terms, conditions and specifications of
Tender CL95-10, be awarded the contract for the Reconstruction
of Trulls Road, as required by the Department of Public Works;
3 . THAT the total funds required in the amount of $1, 214, 000 . 00
($1, 208 , 027 . 80 Contract, plus design, contract administration
and utilities, less Regional portion) be drawn from the
approved 1995 Public Works Capital budget, account
#7205-95002-0261;
4 . THAT the attached By-law marked Schedule "A" , be forwarded to
Council for approval; and
5 . THAT the award be subj ect to the approval of the Region of
Durham and the Ministry of Transportation of Ontario.
BACKGROUND AND COMMENT:
Tender specifications were provided by Totten Sims Hubicki
Associates for the Reconstruction of Trulls Road as required by the
Department of Public Works .
Tenders were advertised in the local papers, as well as the Daily
Commercial News . Subsequently, tenders were received and tabulated
as per Schedule "B" attached.

The Municipality of Clarington' s portion of the total project cost,
which includes the Sidewalk Construction, Environmental Report,
Design Services and Project Administration, as detailed in the
letter from Totten Sims Hubicki Associates, marked Schedule "C" is
estimated at $1, 214, 000 . 00, which is within the budget allocation
of $1,400, 000 . 00, as reflected in the 1995 Draft Capital Budget,
Page 31 . Note, the street lighting indicated in the budget in the
amount of $35, 000 . 00 will be completed under a separate contract .
Included in the total tendered price of $1, 208, 027 . 80, is work to
be performed on behalf of the Region in an approximate amount of
$214, 421 .,57 and they will be invoiced as appropriate.
For the information of Council, the amount shown in the letter from
Totten Sims Hubicki Associates for the Ministry of Transportation
of Ontario subsidy is meant to show the portion that could be
subsidized. However, the Development Charges and Roads
Contribution Reserve Funds must be applied before the application
for subsidy is submitted.
It is proposed that the required funds be drawn from the Public
Works Capital budget, account #7205-95002-0261 .

The low bidder has previously performed satisfactorily for the
Municipality of Clarington.
The Treasurer has reviewed the funding requirements and concurs

with the recommendation. Queries with respect to department needs,
specifications, etc . , should be referred to the Director of Public
Works .

After further review and analysis of the bids by Public Works,
Totten Sims Hubicki Associates and Purchasing, it was mutually
agreed that the low bidder, Ron Robinson Limited, Oshawa, Ontario,
be recommended for the contract for the Reconstruction of Trulls
Road.

BY-LAW 95-
Being a By-law to authorize a contract between
the Corporation of the Municipality of
Clarington and Ron Robinson Limited for the
Reconstruction of Trulls Road.
THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY ENACTS AS
FOLLOWS :
1 . THAT the Mayor and Clerk are hereby authorized to execute, on
behalf of the Corporation of the Municipality of Clarington
with the Corporation Seal, a contract between Ron Robinson
Limited and said Corporation.
By-law read a first and second time this day of June, 1995 .
By-law read a third time and finally passed this day of June,
1995 .

We have checked the low bidders' tender and wish to advise that all requirements have been satisfactorily
addressed. An Agreement to Bond was supplied and a deposit cheque for $75,000. accompanied the bid.
Ron Robinson Limited is based in Oshawa and has undertaken a number of Municipal and Subdivision
servicing contracts within the Town of Ajax, City of Oshawa and the Region of Durham, as well as work for
the Municipality of Clarington. Projects undertaken in 1993 and 1994 include Connaught/Lauder St.
($1,000,000) and Quebec/Arthur St. ($1,000,000), City of Oshawa and Bloor Street East and West for the
Region of Durham at $1.6 Million and $1.2 Million respectively. Construction and contract administration
by Ron Robinson Ltd. on all these contracts was carried out in a very satisfactory manner.

Our experience with this Company has been limited in recent years to small contract including electrical works
and miscellaneous contracts of less than $100,000 in value. Work has generally been satisfactory.
Ron Robinson Ltd. is considered a good Contractor by Municipalities contacted as references.
Based on our research, we recommend that the contract be awarded to Ron robinson Ltd., subject to
agreement with the Regional Municipality of Durham and the Ministry of Transportation Ontario.
The total value of the works within the contract chargeable to the Municipality of Clarington is estimated in
accordance with the attached cost breakdown.
Certain items on the contract are not eligible for subsidy namely sidewalk construction and storm sewers and
appurtenances for pipe sizes larger than 700 mm in diameter which are pro-rated. These non-subsidizable
costs are estimated at $232,400 approximately.
All deposit cheques other than those of the low and second low bids may now be released.
A copy of our report to the Region of Durham is attached for your information.
