THAT Report TR-40-95 be received; 2 . THAT Fernview Construction Ltd. , Bolton, Ontario, with a total bid in the amount of $493, 306 . 17, being the lowest responsible bidder meeting all terms, conditions and specifications of Tender CL95-9, be awarded the contract for the Reconstruction of Baseline Road, Martin Road to 400 Metres Westerly, as required by the Department of Public Works; 3 . THAT the total funds required in the amount of $433 , 822 . 89 ($489, 306 . 17 Contract, plus design, contract administration and utilities, less Regional portion) be drawn from the approved 1995 Public Works Capital budget, account #7205- 95001-0261; 4 . THAT the attached By-law marked Schedule "A" , be forwarded to Council for approval; and 5 . THAT the award be subject to the approval of the Region of Durham and the Ministry of Transportation of Ontario. BACKGROUND AND COMMENT: Tender specifications were provided by Totten Sims Hubicki Associates for the Reconstruction of Baseline Road, Martin Road to 400 Metres Westerly, as required by the Department of Public Works . Tenders were advertised in the local papers, as well as the Daily Commercial News . Subsequently, tenders were received and tabulated as per Schedule "B" attached. 723 PIS IS-E-4 RECYCLED PAPER REPORT NO. : TR-40-95 PAGE 2 TENDER CL95-9 The Municipality of Clarington' s portion of the total project cost, which includes the Sidewalk Construction and Project Administration, as detailed in the letter from Totten Sims Hubicki Associates, marked Schedule "C" is estimated at $433 , 822 . 89, which is within the budget allocation of $615, 000 . 00, as reflected in the 1995 Draft Capital Budget, Page 30 . Included in the total tendered price of $493 , 306 . 17, is work to be performed on behalf of the Region in an approximate amount of $152,440 . 57, and they will be invoiced as appropriate . 1 For the information of Council, the amount shown in the letter from Totten Sims Hubicki Associates, as eligible for Ministry of Transportation of Ontario subsidy, is meant to show the portion that could be subsidized. However, the Development Charges and Roads Contribution Reserve Funds must be applied before the application for subsidy is submitted. It is proposed that the required funds be drawn from the Public Works Capital budget, account #7205-95001-0261 . i The low bidder has previously performed satisfactorily for the Municipality of Clarington. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc . , should be referred to the Director of Public Works . i After further review and analysis of the bids by Public Works, i Totten Sims Hubicki Associates and Purchasing, it was mutually agreed that the low bidder, Fernview Construction Ltd. , Bolton, Ontario, be recommended for the contract for the Reconstruction of Baseline Road, Martin Road to 400 Metres Westerly.
