THAT Report TR-47-95 be received; 2. THAT Staff be authorized to call a tender as appropriate for financial services to be put in place prior to December 31, 1995; 3. THAT the payroll services be excluded from the financial services call; and 4. THAT the payroll services remain with the Bank of Nova Scotia to be reviewed on a separate basis from time to time. BACKGROUND AND COMMENTS: 1. The current banking agreement expired December 31, 1994 but provided for extension on a month-by-month basis for a period of twelve (12) months. This results in the need for the financial services to be tendered. Staff is proposing to advertise the tender call on August 16, 1995 with a tender closing date of August 31, 1995. 2. In 1994, the Municipality subscribed to the Bank of Nova Scotia's Human Resource Information System. This is a database that accommodates human resources information that interfaces with the Scotiapay Plus payroll system. Staff have spent a significant amount of time in training, as well as developing the database. As well, a significant amount of staff time has been invested in the payroll system. This system requires ongoing contact with bank staff and it is therefore more critical not to disrupt normal operations.
