1.0 BACKGROUND
1.1 On December 5,2001 a Public Information Workshop was held in Council
Chambers from 6:30 p.m. to 9:00 p.m. to present the public with preliminary
design drawings for the proposed reconstruction of 1) Concession Street from
30m northeast of Wellington Street to 30m west of Liberty Street and 2) Elgin
Street from Horsey Street to the CPR Bridge. Advertising in the local newspaper
provided notice of the information workshop. Twenty-two people signed the
register and/or submitted comment sheets at the information workshop. A copy
of the register and individual comment sheets are provided as Attachment No.1.
1.2 A previous public information workshop was held on August 8, 2001, at which
preliminary design concepts were presented. The concepts were based on the
design guidelines outlined in the "Old Bowmanville Neighbourhood Streetscape
and Infrastructure Implementation Plan" dated March 2001. Feedback from the
August 8th workshop was taken into consideration while preparing the preliminary
design drawings for Concession Street and Elgin Street. Both the design
concepts presented August 8th and the preliminary design presented December
5th were well received by the public based on comment sheets received and
public input provided at the two workshops.
1.3 The improvements are in keeping with the Municipality's objective of improving
older infrastructure as the opportunity presents itself. In this instance the Region
of Durham had a requirement to upgrade their water system on Concession
Street and Elgin Street and there were long term cost benefits to coordinate this
work with other required improvements at these locations.
2.0 REVIEW AND COMMENT
2.1 The proposed designs for Concession Street and Elgin Street will meet the
Municipality of Clarington's transportation and infrastructure needs as well as
address local residents' major concerns with regard to traffic speed. Concession
Street is designed to the Municipality's local width standard of 8.5 m with the

introduction of 5 pavement narrowings or "bump-outs" between Prospect Street
and Liberty Street in which the pavement width will be reduced to 6.0 m. The
"bump-outs" are a traffic calming measure that will help reduce traffic speeds
along Concession Street. A small group of people at the information centre did
express some concem with the 8.5 m pavement width of the road. It is the
opinion of the Engineering Services staff that the 8.5 m pavement width is the
minimum necessary to safely convey Concession Street traffic volumes. The
8.5m width will allow traffic to pass parked cars, provide refuge for disabled
vehicles and will also allow for the development of effective traffic calming
"bump-outs" .
2.2 In addition to the "bump-outs", various streetscaping elements will be
incorporated into the design to 1) provide additional traffic calming measures and
2) enhance the existing character of the neighbourhood as was done with the
recently reconstructed Centre Street project.
2.3 Other infrastructure improvements that will be improved as part of the proposed
work include:
. Concrete storm sewers thus improving drainage in the area.
. Concrete sidewalks.
. New watermains improving water pressure and fire protection.
. New sanitary sewers.
2.4 The preliminary design for the required improvements as presented was well
received by the majority in attendance. As such, the design team is moving
forward with detailed design which will be completed based on the input
received.
2.5 There are a few minor details that still have to be resolved to address issues
raised by local residents and the Old Bowmanville Neighbourhood Association,

but the nature of these issues are such that they still allow the design team to
proceed with the detailed design of the core infrastructure. Once these
outstanding issues are resolved, they will be incorporated into the final contract
drawings and specifications. The design team is also working with the Old
Bowmanville Neighbourhood Association to assist them with various initiatives for
the neighbourhood.
2.6 It is estimated that the Municipality of Clarington's portion of the reconstruction
costs will be $325,000 for Elgin Street and $1.2 million for Concession Street.
The Region of Durham total costs are estimated at $1.1 million for both streets.
2.7 It is anticipated the design will be finalized within the next two months and
tenders will be called in early March 2002. It is estimated that construction will
take 6 to 7 months to complete, therefore construction should be underway by
May of 2002.
