Subject: TENDER CL95-30, SUPPLY, RETREADING AND REPAIR OF TIRES AND TUBES

Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report TR-65-95 be received;
2. THAT J & M Tire Sales Inc., Oshawa, Ontario, being the lowest responsible
bidder meeting all terms, conditions and specifications of Tender CL95-30, be
awarded the contract, in an approximate value of $23,371.01 for the Supply,
Retreading and Repair of Tires and Tubes to the Municipality of Clarington, as
required by the Department of Public Works; and
3. THAT the funds be drawn from the various Public Works approved 1995/96 fleet.
BACKGROUND AND COMMENT:
Tenders were advertised and issued with bids being submitted as follows:

As the requirements included in the tender lists individual tire sizes and unit prices based on an
estimated quantity, the total bid amount is approximate only. Under the general terms and
conditions of the tender, the Municipality of Clarington is not bound to purchase the quantities
specified.

Although the total bid price appears to be an approximate two percent (2%) increase over the
previous contract price from Attersley Tire Service Ltd., the requirements varies from year to year
in sizes and quantities, thereby affecting the unit prices bid and the overall total bid.
The funds required will be drawn from the various Public Works approved 1995/96 Fleet
accounts.
The Treasurer has reviewed the funding requirements and concurs with the recommendation.
Queries with respect to department needs, specifications, etc., should be referred to the Director
of Public Works.
After further review and analysis of the bids by Purchasing and Public Works staff, it was
mutually agreed that J & M Tire Sales Inc., Oshawa, Ontario, be recommended for the contract
for the Supply, Retreading and Repair of Tires and Tubes to the Municipality of Clarington, as
required by the Department of Public Works.
