Subject: TENDER CL95-35, COURTICE COMMUNITY COMPLEX - FOUNDATIONS
Recommendations:
It is respectfully recommended to Council the following:
1 . THAT Report TR-75-95 be received;
2 . THAT Jasper Construction Corp. , Concord, Ontario, with a total
bid in the amount of $368, 828 . 26, being the lowest responsible
bidder meeting all terms, conditions and specifications of
Tender CL95-35, be awarded the contract for the construction
of the Courtice Community Complex - Foundation, as required by
the Department of Community Services; and
3 . THAT the attached By-law marked Schedule "B" be approved.
BACKGROUND AND COMMENT:
In accordance with Council Resolution #C-730-95, which approved the
list of pre-qualified contractors, tender specifications were
issued with bids being submitted as per Schedule "All attached.
For the information of Council, the following prequalified firms
declined to bid, due to either their existing construction
schedules, or the fact that they did not feel they could bid
competitively:
Consolidated Canadian Const . Dineen Const . Corp.
Markham, Ontario; Etobicoke, Ontario
Edilcan Construction Corp. Bondfield Construction
Markham, Ontario; Concord, Ontario
Jackson Lewis Company Inc .
Scarborough, Ontario;

As consulting costs were previously approved and awarded by
Council, under separate contracts, they have not been identified in
this report .
The total budget allocation for the foundation tender and the
general construction is $6, 458, 000 . 00 as identified on page 217 of
the 1995 Community Services Capital Budget .
It is anticipated that the tender for the general construction will
be issued early January 1996 .

Discussions will be held with the Building Committee to ensure that
the total project cost remains within the budget allocation.
Although the low bidder has not previously performed for the
Municipality of Clarington, they have satisfactorily completed a
leisure pool for the Town of Richmond Hill .
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department needs,
specifications, etc . , should be referred to the Director of
Community Services .
After further review and analysis of the bids by Community
Services, Wong Gregerson Architects, Barry Bryan Associates (1991)
Limited, and Purchasing, it was mutually agreed that the low
bidder, Jasper Construction Corp. be recommended for the contract
for the construction of the Courtice Community Complex -
Foundations .

Concord, Ontario, for the Courtice Community
Complex - Foundations .
THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY ENACTS AS
FOLLOWS :
1 . THAT the Mayor and Clerk are hereby authorized to execute, on
behalf of the Corporation of the Municipality of Clarington
with the Corporation Seal, a contract between Jasper
Construction Corp. , and said Corporation.
By-law read a first and second time this day of October, 1995 .
By-law read a third time and finally passed this day of
October, 1995 .
