Subject: DURHAM PURCHASING CO-OPERATIVE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-51-96 be received for information.
BACKGROUND AND COMMENT:
The Durham Purchasing Co-Operative was established in June, 1994
with the terms of reference adopted September 22 , 1994 .
Active members include : City of Oshawa; Clarington Hydro
Electric Commission; Town of Whitby; Town of Pickering; Township
of Brock; Town of Ajax; Township of Uxbridge; Region of Durham;
Ajax Hydro Electric Commission; Pickering Hydro Electric
Commission; Oshawa P.U. C. ; Township of Scugog; Whitby Hydro;
Durham Board of Education and the Municipality of Clarington.
One of the first initiatives by the Purchasing Co-Operative in
December 1994, was to prepare a co-operative tender for traffic
signs, posts and hardware which was undertaken by the j
Municipality of Clarington with the Town of Whitby, City of
Oshawa, Town of Pickering, Town of Ajax and Durham Region
participating. Since requirements change from year to year for
all participants, any increase or decrease was difficult to
determine . However, this proved to be beneficial in other
respects as administratively there were savings in that only one
tender was issued rather than the six participants each issuing

their own tender. In addition, for the first time, traffic co-
ordinators for each participating Municipality were brought
together and standardization on the materials used was achieved.
The Municipality of Clarington has participated co-operatively in
several other new initiatives resulting in actual dollars saved
identified below:

Other new initiatives expected to be tendered this year and
participated in by the Municipality are : Lamps and Ballasts;
Advertising; Purchase of Natural Gas; Tree Trimming and Removal;
and Cellular Phone Service .

Prior to the establishment of the Durham Purchasing Co-Operative,
the Municipality co-operated with the Region of Durham with
tenders for aggregate road materials, Hot & Cold Mix Asphalt,

Supply & Delivery of Salt, Granular "A" , Supply & Delivery of
Winter Sand, Equipment Rentals, Sodium Hypochlorite, Calcium
Chloride, Catch Basin Cleaning, Heating Fuel Oil, and Gasoline .
The year 1996 has been no exception, as we have continued to
participate in those tenders with the Durham Purchasing Co-
Operative, and continue to enjoy competitive volume pricing.
