Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-54-96 be received;
2 . THAT Evergreen Farm & Garden, Orono, Ontario, with a total bid
in the amount of $45, 770 . 00 (including taxes) , being the
lowest responsible bidder meeting all terms, conditions and
specifications of Tender CL96-15, be awarded the contract to
supply one (1) only Skid Steer Loader, as required by the
Municipality of Clarington, Department of Public Works; and
3 . THAT the funds expended be provided from the 1996 Public Works
Fleet Account #k2900-00010-0000 .
BACKGROUND AND COMMENT:
Tenders were publicly advertised and invited for the supply and
delivery of one (1) only Skid Steer Loader, as required by the
Department of Public Works . Subsequently, tenders were received

With respect to the trade-in offered on the existing 1979 Case
Loader, it is the opinion of staff the amount proposed is
reasonable and exceeds the amount that would likely be realized at
the annual Regional Auction Sale and recommend that it be accepted.
Attached, marked Schedule "A" is a memo from the Public Works Fleet
Supervisor, detailing the vehicle being replaced.
After further review and analysis of the tender by Public Works and
Purchasing, it was mutually agreed that Evergreen Farm and Garden
Ltd. , Orono, Ontario, be recommended for the contract to supply and
deliver one (1) only Skid Steer Loader to the Municipality of
Clarington, as required by the Department of Public Works .
The required funds will be provided from the approved 1996 Public
Works Fleet Account, and are within the $70, 000 . 00 allocation as
reflected in the 1996 Capital Budget .
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department needs,
specifications, etc . , should be referred to the Director of Public
Works .
The subject firm has previously provided satisfactory service for
the Municipality of Clarington.

Y have reviewed the above mentioned tender and agree that this
should be awarded to the low bidder.

This piece of equipment is replacing the 1979 Loader./Backhoe,
that has been used in the Parks and Cemeteries for the last
seventeen years. The, replacement of this equipment is in
accordance with Resolution #C;PA-475-93, "Criteria used to
determine when to replace vehicles and heavy equipment . "
1 am not aware of any records being kept on Parks vehicles,
and would be unable to supply a lot of information as to
original cost and expenses related to this vehicle.
The 1979 Loader/Backhoe has a trade-in value of $12, 000. 00 .
Due to the age and condition of this equipment this would be
very acceptab]e offer. .
