Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-55-96 be received;

2 . THAT Bert Snowden Electric Limited, Bowmanville, Ontario, with
bid prices of $25 . 00 per hour for Journeyman Electrician and
$12 . 00 per hour for Journeyman Electrician' s Helper be awarded
the contract to provide Electrical Services, as required by
the Municipality of Clarington;

3 . THAT the contract award be subject to Bert Snowden Electric
Limited hiring at least one Journeyman Electrician Helper as
well as providing WHMIS training for all their employees; and
4 . THAT the funds expended be drawn from the various Current
Budget Accounts .
BACKGROUND AND COMMENT:
Tenders were publicly advertised and invited to provide Electrical
Services as required by the Municipality of Clarington for the
period of June 1996 to June 1998 .
Subsequently, tenders were received and tabulated as per Schedule
"A" attached.

The bid price for Journeyman Electrician represents a twelve
percent (12a) decrease in the hourly rates for the 1995 contract
prices . The required funds will be drawn from the various years
Current Budget Accounts .

For the information of Council, the Municipality of Clarington paid
approximately $113 , 000 . 00 to George Moore Electric for Electrical
Services during 1995 . However, approximately $62, 000 . 00 of this
was for Electrical Services in Street and Park Lighting, which is
currently a separate contract . The balance of $51, 000 . 00 was for
electrical services at various municipal facilities . This

$51, 000 . 00 is comprised of approximately $23 , 000 . 00 for labour and
$28, 000 . 00 for parts .
Although Bert Snowden Electric have not provided service to the
Municipality of Clarington in the past, they have provided
satisfactory service to Clarington Hydro.
After further review and analysis of the bids by Purchasing and the
Property Manager, it is respectfully recommended that Bert Snowden
Electric Limited, Bowmanville, Ontario, be awarded the contract to
provide Electrical Services to the Municipality of Clarington, as
required. As the firm currently does not have a Journeyman j
Electrician Helper on staff, it is further recommended that the
contract award be subject to Bert Snowden Electric Limited hiring
at least one Journeyman Electrician Helper as well as p roviding
WHMIS training for all their employees . The subject firm is in
agreement with these conditions .
