Subject: CO-OP TENDER T282-96, SUPPLY AND DELIVERY OF WINTER SAND
CO-OP TENDER T283-96, MIXING OF SAND AND SALT
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-62-96 be received;
2 . THAT Harnden and King Construction, Brooklin, Ontario, with a
total bid in the amount of $59, 000 . 00 (plus GST and PST)
being the lowest responsible bidder meeting all terms,
conditions and specifications of the Region of Durham Co-
Operative Tender T282-96, be awarded the contract for the
supply and delivery of Winter Sand (Spec . II) as required by
the Department of Public Works;
3 . THAT Robert Young Construction, Ennismore, Ontario, with a
total unit price of . 70 per tonne, being the lowest
responsible bidder meeting all terms, conditions and
specifications of Region of Durham Co-Operative Tender T283-
96, be awarded the contract for Mixing of Sand and Salt to the
Municipality of Clarington, as required by the Department of
Public Works; and
4 . THAT funds be drawn from the Public Works approved Winter
Maintenance Accounts for the 1996/97 winter season
requirements .
BACKGROUND AND COMMENT:
Tenders were called on a co-operative basis by the Region of
Durham, which included the Supply and Delivery of Winter Sand and
Mixing of Sand and Salt requirements of the Municipality of
Clarington. Tenders were received and tabulated as per Schedule
"All attached.

With respect to the Supply and Delivery of Winter Sand, a tie bid
was received from Harnden and King Construction, Brooklin, Ontario
and Robert E. Young Construction, Ennismore, Ontario. In
accordance with the Purchasing By-law ##94-129, Paragraph 5, Item
5 . 16, preference is given first to the bidder who operates a
business within the Municipality of Clarington and second to the
bidder who operates a business within the Region of Durham.
Therefore, after review and analysis of the bids by Purchasing and
Public Works staff, it was mutually agreed the tender for Supply
and Delivery of Winter Sand, Spec . II, be awarded to Harnden and
King Construction, Brooklin, Ontario, as the company operates from
a pit located on Mosport County Road ##20, within the Municipality
of Clarington and also operates a business in Brooklin, which is
within the Region of Durham.
It was mutually agreed by Purchasing and Public Works staff that
the low bidder, Robert Young Construction, Ennismore, Ontario, be j
recommended for the contract for Mixing of Sand and Salt, to the
Municipality of Clarington.
The required funds will be drawn from the 1996/97 winter season
requirements from which there are adequate funds available .
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department needs,
specifications, etc . , should be referred to the Director of Public
Works . �
The prices submitted by Harnden and King Construction and Robert
Young Construction reflect an approximate 5% decrease and 170
increase respectively over the 1995 contract prices .
