COURTICE COMMUNITY COMPLEX BUILDING CONSTRUCTION
Recommendations:

1
It is respectfully recommended to Council the following:
1. THAT Report TR-64-96 be received;
2. THAT Aquicon Construction Co. Ltd., Brampton, Ontario with a total bid in the
amount of $5,692,000.00, being the lowest responsible bidder meeting all terms,
conditions and specifications of Tender CL96-4 (Re-Tender), be awarded the
contract for the Construction of the Courtice Community Complex;
3. THAT the total funds required in an approximate amount of $5,666,322.00
contract (bid price of 5,739,000.00 negotiated to $5,651,000.00), less 4% G.S.T.
(217,346.00) plus $212,668.00 Contingencies, plus $20,000.00 design and
contract administration be drawn from the 1995 approved Capital Budget Account
#7606-00010-0501 and as revised in accordance with the attached Schedule "A"
summary of costs and financing; and
4. THAT the attached By-Law, marked Schedule "B" be forwarded to Council for
approval.
BACKGROUND AND COMMENT:
In accordance with Council Resolution #GPA-166-96, which rejected the original seven (7)
tenders submitted for Tender CL96-4, the Architect and Building Committee reviewed the
building design and tender documents in conjunction with the budget allocation for the
construction.

Subsequently, the tender documents were revised and reissued with the following bids being
submitted:

The total budget allocation for the foundation tender and the general construction is
$6,458,000.00 as identified on page 217 of the 1995 Community Services Capital Budget. Total
funds expended to date are approximately $791,678.00 which includes consulting, contract
administration and Phase One construction of the foundations.

In order to reduce the total bid price to within budget, the Architect has met with the lowest
bidder to review the submission and negotiate cost reduction measures. The items that were

identified include the use of equivalent materials as well as deletion of equipment that could be
added later on in the project, should funds be available. The equipment deleted at this time
does not pose an operational problem.
The Fundraising Committee has been informed of various items not included and deleted from
this contract as well as items from the program equipment budget for possible fundraising
commitments. The fundraising component of the financing is reflected on the attached Schedule.
Should the contract award be approved, construction will commence August 1, 1996 with
substantial completion in May, 1997.

Total funds required for Tender CL96-4 Courtice Community Complex, Building Construction, are
as follows:
Tender (bid price negotiated to $5,651,000.00 less 4% G.S.T.) $ 5,433,654.00
Contingencies $ 212,668.00
Consulting/Contract Administration $ 20,000.00
Total Required for Tender CL96-4 $ 5,666,322.00
Expended to Date $ 791,678.00

The Treasurer has reviewed the funding requirements and concurs with the recommendation.
Report CS-40-94 authorized staff to request the Region to debenture on behalf of the
Municipality for the development charge contribution. The appropriate By-Law will be forwarded
to Council in September. It is recommended that the Municipality only debenture the value not
funded at the time the funds are required. This will require an update of Attachment "A" to
reflect any development charges accrued at the time the Debenture By-Law is presented to
Council.
Queries with respect to building Q p g needs specifications, etc, should be referred to the Property �
Manager.
After further review and analysis of the bids by the Property Manager, Wong Gregerson

Architects, Barry Bryan Associates (1991) Limited and Purchasing, it was mutually agreed that
the low qualified bidder, Aquicon Construction Co. Ltd. be recommended for the contract for the
construction of the Courtice Community Complex.

BY-LAW NUMBER 96-
Being a By-law to authorize a contract between Acquicon
Construction Co. Ltd., Brampton, Ontario, for the construction
of the Courtice Community Complex
THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY
ENACTS AS FOLLOWS:
THAT the Mayor and Clerk are hereby authorized to execute, on behalf of the Corporation
of the Municipality of Clarington, and seal with the Corporation Seal, a Contract between
Acquicon Construction Co. Ltd., and said Corporation,which is attached hereto and marked
Schedule "C".
By-law read a first and second time this 8th day of July, 1996.
By-law read a third time and finally passed this 8th day of July, 1996.
