THAT Report TR-67-96 be received; 2. THAT the award for Part "A" of the Mechanical Equipment Maintenance Contract to Robert E. Jackson Heating Electrical and Air Conditioning, Orono, Ontario, be cancelled; 3. THAT Tri-Air Systems, Scarborough, Ontario, with a total bid of $5435.00 (plus G.S.T.) for Part "A" and a Journeyman hourly rate of $57.00, be awarded Part "A" of the Mechanical Equipment Maintenance Contract for the balance of the twelve (12) month term, as required by the Municipality of Clarington; and 4. THAT the funds expended be drawn from the respective facilities 1996 Mechanical Equipment Maintenance. BACKGROUND AND COMMENT: At a meeting held on January 29, 1996, Council passed Resolution #GPA-38-96 which awarded Part "A" of Quotation Q95-12, Mechanical Equipment Maintenance, to Robert E. Jackson Heating Electrical and Air Conditioning, subject to a six (6) month probationary period. The probationary period was requested due to past performance of the Contractor with respect to the level of service provided. Since the award of the contract, staff have monitored the performance of the subject firm and have not seen any improvement in the level of service provided. These concerns have been discussed with Robert Jackson and on July 4, 1996, a letter was received from Mr. Jackson, requesting that the contract be terminated as he does not feel he can properly provide the level of service required. I PAPL R PAPELRR RECYCLE D46 PRiNWDC RECYCLED PAPER I TR-67-96 Page - 2 - The second low bidder, Tri-Air Systems, Scarborough, Ontario, has advised that their prices are still firm and open for acceptance. Tri-Air Systems has had the mechanical contract for the Municipal Administrative Centre for the past three (3) years and has provided excellent service. It is therefore mutually agreed by the Purchasing Manager and the Property Manager that it be recommended to Council that the contract award for Part "A" of Quotation Q95-12, to Robert E. Jackson Heating Electrical and Air Conditioning be cancelled and that the contract be awarded to Tri-Air Systems, Scarborough, Ontario, for the balance of the twelve (12) month term.
