Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-74-96 be received; and
2 . THAT the attached By-law marked Schedule "B" be forwarded to
Council for approval .
BACKGROUND AND COMMENT:
In accordance with Resolution #GPA-451-96, the Administrator and
the Treasurer awarded the following Tenders/Contracts during the
August Council Break:
1 . Tender CL96-13 , Fourth Street and Scugog Street Sidewalk
Construction;
2 . Tender CL96-16, Oil and Lubricants;
3 . Co-operative Tender QWC-17-96, Supply and Delivery of
Corrugated Pipe Culvert;
4 . Tender CL96-19, Refurbishing of two vehicles .

SCHEDULE "A"
BID SUMMARY
1. Tender CL96-13, Fourth Street and Scug_og Street Sidewalk Construction
Tender specifications were provided by Totten Sims Hubicki Associates for the Fourth
Street and Scugog Street Sidewalk Tender, as required by the Department of Public Works.
Tenders were issued and advertised in local papers as well as the Daily Commercial News.
Subsequently, tenders were received and tabulated as per Schedule "I" attached.
The total project cost as detailed in the letter from Totten Sims Hubicki Associates, marked
Schedule "C", is estimated at $91,000.00.
The total project cost will be drawn from the Public Works Capital Budget Account #7205-
96009-0261 and is within the $150,000.00 allocation as reflected on Page 147 of the 1996
Public Works Capital Budget.
The low bidder has previously performed satisfactorily for the Municipality of Clarington.
Subsequently, the contract was awarded to Ron Robinson Ltd., Oshawa, Ontario, in an
amount of $58,570.49 (including taxes).

Tenders were issued and advertised in local papers. Subsequently, tenders were received
and tabulated as per Schedule "II" attached.
The quoted unit prices remain the same as those paid in 1995 and 1996 on the items most
frequently used. The required funds will be drawn from the current operating fleet budget.
The subject firm have previously provided satisfactory service to the Municipality of
Clarington.
Subsequently, the contract was awarded to R.P. Oil Limited, Whitby, Ontario, in an amount
of $26,325.39 per year (3 year contract).

BID SUMMARY
3. Co-op Tender QWC-17-96, Supply and Delivery of Corrugated
Pipe Culvert
The Municipality of Clarington participated in the Durham Purchasing Co-operative Group Quotation for the
Supply and Delivery of Corrugated Pipe Culvert. At a Council Meeting held on Monday,May 13, 1996, this
contract was awarded to Canada Culvert and Metal Products,Bolton, Ontario with a total bid in the amount
of $31,580.20 (plus applicable taxes), for the Municipality of Clarington requirements (report TR-34-96
attached marked Schedule 'D"). Subsequently, an order was placed with this firm for the Public Works
requirements,however as of July 23, 1996 none of the culverts had been received.
On July 23, 1996, Canada Culvert and Metal Products were advised that as per page B4,item 16 (b), of the
Standard Terms and Conditions of the contract, if the Company is in default in carrying out its part of any
of the terms, conditions and obligations of the contract, the contract may be subject to cancellation. As the
delivery guaranteed by the subject firm was 28 days, strict compliance was requested.
On July 25, 1996,staff were advised that delivery would be delayed an additional four (4)weeks. As delivery
of the product was required immediately, the contract was cancelled and re-issued to Holt Culvert,
Peterborough, Ontario,who are able to supply the product as required.
The total bid price from Holt Culvert for the Municipality of Clarington requirements is $32,797.48 (plus
applicable taxes).
Holt Culvert has previously performed satisfactorily for the Municipality of Clarington.

4. Tender CL96-19, Refurbishing of Two (2) Vehicles
Tenders were issued and advertised in local papers. Subsequently,tenders were received and tabulated as per
Schedule "III" attached.
The required funds in the amount of$35,000.00 will be drawn from the 1996 Fire Department Capital Budget
Account #7102-00009-0504 as identified on Page 110 of the Capital Budget. Although the total bid price is
over budget,the Fire Department Equipment Reserve Fund#7102-00009-0504 has sufficient funds to finance
the remainder.
The low bidder has previously performed for the Municipality of Clarington, and has provided excellent
service.
Subsequently, the contract was awarded to Jilesen's Service Centre, Lindsay, Ontario, in the amount of
$41,504.65 (including taxes).

Being a By-law to authorize a contract between the
Corporation of the Municipality of Clarington and
Ron Robinson Ltd., Oshawa, Ontario, for the
Fourth Street and Scugog Street Sidewalk
Construction.
THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY ENACTS AS
FOLLOWS:
1. THAT the Mayor and Clerk are hereby authorized to execute,on behalf of the Corporation
of the Municipality of Clarington with the Corporation Seal, a contract between Ron
Robinson Ltd. and said Corporation.
By-law read a first and second time this day of September, 1996.
By-law read a third time and finally passed this day of September, 1996.

Tenders for the above project were opened at the Municipal offices on Thursday, July 4, 1996. The bids
received inclusive of GST are summarized as follows:

We have checked the low bidder's tender and wish to advise that all requirements have been satisfactorily
addressed. An agreement to Bond and a deposit cheque in the amount of $5,000.00 accompanied the bid.
Ron Robinson Limited is based in Oshawa and has undertaken a number of Municipal and Subdivision
servicing contracts within the Town of Ajax, City of Oshawa and the Region of Durham, as well as work
for the Municipality of Clarington. Their most recent project within the Municipality of Clarington was
Trulls Road Reconstruction (CL95-10) at a value of 1.-1 million dollars.
Ron Robinson is considered a good local contractor and based on our research, we recommend that the
contract be awarded to the tow bidder.

Subject: CO-OPERATIVE QUOTATION QWC17-96, SUPPLY AND DELIVERY OF
CORRUGATED PIPE CULVERT
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-34-96 be received;
2 . THAT Canada Culvert and Metal Products Ltd. , Bolton, Ontario,
with a total bid in the amount of $31, 58'0 .20 (plus applicable
taxes) , for the Municipality of Clarington requirements, being
the lowest responsible bidder meeting all terms, conditions
and specifications of the Co-operative Quotation QWC17-96 , be
awarded the contract to supply and deliver Corrugated Pipe
Culvert on an "as required" basis, to the Municipality of
Clarington; and
3 . THAT the funds expended be provided from the approved 1996
Culvert Maintenance Construction budget .
BACKGROUND AND COMMENT:
The Municipality of Clarington participated in the Durham
Purchasing Co-operative Group Quotation for the Supply and Delivery
of Corrugated Pipe Culvert .
The bids were tabulated as per Schedule "A" attached.

After review and analysis of the bids by Purchasing and Public
Works, it was mutually agreed that the bid from Canada Culvert and
Metal Products Ltd. , Bolton, Ontario, be recommended for the
contract award as required by the Department of Public Works .

The required funds in the amount of $31, 580 . 20 for the Municipality
of Clarington requirements, will be drawn from the approved 1996
Culvert Maintenance Construction budget, from where there are
adequate funds available.
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department needs,
specifications, etc. , should be referred to the Director of Public
Works .
The unit prices bid reflect approximately a 1% decrease over the
1995 contract prices submitted by Holt Culvert & Metal Products
Ltd.
The subject firm has previously provided satisfactory service to
the Municipality of Clarington.
