Subject: TENDER CL96-17, CONSTRUCTION OF AVONDALE PARK
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-79-96 be received;
2 . THAT Mopal Construction Ltd. Gormley, Ontario, with a total
bid in the amount of $393, 153 . 31, being the lowest
responsible bidder meeting all terms, conditions and
specifications of Tender CL96-17, be awarded the contract
for Construction of Avondale Park;

3 . THAT the funds required be drawn from the the 1996 Public
Works Capital Budget for Avondale Park Development ; and
4 . THAT the attached By-law marked Schedule "A" be approved.
BACKGROUND AND COMMENT:
In accordance with Council Resolution ##GPA-416-96, a Request for
Proposal was issued for the Prequalification of Bidders for the
Construction of Avondale Park. Subsequently, the following
bidders were prequalified:
Cambium Site Contracting Ron Robinson Limited
Concord, Ontario Oshawa, Ontario
Gateman Milloy Rutherford Contracting Ltd.
Kitchener, Ontario Gormley, Ontario
Gerr Construction Snyder Construction
Bowmanville, Ontario Whitby, Ontario

Gormley, Ontario Toronto, Ontario.

TENDER CL96-17
Tender CL96-17 was issued for the Construction of Avondale Park,
as required by the Department of Public Works . Subsequently,
tenders were received and tabulated as per Schedule "B" attached.
As all bids were over the budget allocation of $400, 000 . 00, in
accordance with standards established by the Canadian
Construction Association, the tender was re-issued to the three
low bidders, Mopal Construction Ltd. , Ron Robinson Ltd. , and
Rutherford Contracting Ltd. Subsequently, tenders were received
and tabulated as per Schedule "C" attached.
The bids were reviewed and references approved by the consultant,
Henry Kortekaas & Associates Inc . , as per Schedule "D" attached.
The total project cost will be drawn from the Public Works
Capital Budget Account #7603-00101-0516 and is within the
$400, 000 . 00 allocation as reflected on Page 173 of the 1996
Public Works Capital budget .
The Treasurer has reviewed the funding requirements and concurs
with the recommendations . Queries with respect to department
needs, specifications, etc . , should be referred to the Director
of Public Works .
After further review and analysis of the bids by Public Works,
Henry Kortekaas & Associates and Purchasing, it was mutually
agreed that the low bidder, Mopal Construction Limited, Gormley,
Ontario be recommended for the contract award for Construction of
Avondale Park as required by the Municipality of Clarington.

Being a By-law to authorize a contract
between the Corporation of the Municipality
of Clarington and Mopal Construction Ltd. ,
Gormley, Ontario, for the Construction of
Avondale Park.

THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY ENACTS
AS FOLLOWS :
1 . THAT the Mayor and Clerk are hereby authorized to execute,
on behalf of the Corporation of the Municipality of
Clarington with the Corporation Seal, a contract between
Mopal Construction Ltd. and said Corporation.
2 . THAT the Contract attached hereto as Schedule "A" form part
of this By-law.
By-law read a first and second time this day of October, 1996 .
By-law read a third time and finally passed this day of
October, 1996 .
