COURTICE COMMUNITY COMPLEX - PRIVATIZATION
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-8-96 be received;
2 . THAT Staff be authorized to issue a Request for Proposal for
the operation of the Courtice Community Complex; and
I
3 . THAT the Request for Proposal include, as a separate item, the
opportunity for the utilization of approximately 6 , 000 square
feet of space previously allocated to the library, FORTHWITH.
BACKGROUND AND COMMENT:
On Friday, January 26, 1996, a delegation from the Municipality of
Clarington attended an information session on the privatizing of
recreational services at the Town of Ingersoll . The delegation
consisted of Councillor Larry Hannah, the Director of Community
Services and the Purchasing Manager. The day provided the
opportunity to tour the Victoria Park Community Centre, and to
speak to the staff of both Ingersoll and the facility management
company who currently has their contract .
Based on the information received, it is felt that the operation of
the Courtice Community Complex, through a private partnership,
merits further investigation. It is therefore recommended that in
accordance with Purchasing By-law #94-129, staff be authorized to
advertise and issue a Request for Proposal . It is also recommended
that the proposal include, as a separate item, the opportunity for
the utilization of approximately 6, 000 square feet of space

previously allocated to the library. Potential bidders will be
given the option of bidding on either or both sections . In
addition, both sections of the proposal may be advertised
separately in order to ensure that they reach the targeted market .
A FORTHWITH approval is requested in order that the proposals may
be issued, received, and evaluated in a timely manner which will
coincide with the reporting of the tender results for the actual
construction of the building.
