Subject: CLARKS MUSEUM - CONSTRUCTION OF NEW FACILITY
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report TR-9-96 be received;
2. THAT direction be provided on either of the following options:
(A) THAT the request of the Clarke Museum to construct a new facility be
endorsed with funding to be provided from the Clarke Museum Reserve
Fund conditional on the following: THAT the tendering process of the
Municipality be followed; That the tender recommended by the Clarke
Museum in conjunction with Municipal Staff be brought to Council to be
awarded; and That the tender be within the upset limit of $60,000;
OR
(B) THAT the Clarke Museum be requested to find alternative municipal
storage space through discussions with the Chief Administrative Officer
and appropriate staff; That any funds required for alterations and climate
control be expended from the Clarke Museum Reserve Fund to a maximum
of $10,000; and That the Clarke Museum Board be advised that the
construction of a new facility is deferred for future consideration; and
3. THAT the Clarke Museum Board be advised of Council's decision.

BACKGROUND:
1.0 Orono Armouries Storage Space
1.1 The recent report TR-78-95 confirming the lease-to-purchase arrangement for the Orono
Armouries reported that the current arrangement of storage for the Clarke Museum
artifacts would require consideration.
1.2 As mentioned in that report,as an alternative to the Orono Armouries, the Municipality
has a number of options with respect to available storage space in existing municipal
facilities which may suffice with some modifications for climate control. Some of the sites
that might be explored for suitability include the Court Building, the Hampton Hall and
the empty bay at the Hampton Depot.
2.0 New Facility vs. Storage Space
2.1 The Chief Administrative Officer, Treasurer and Property Manager met with the Clarke
Museum Curator, Mr. Mark Jackson, and Museum Board Chairperson, Ms. Donna
Robbins, on January 29, 1996 to discuss the Museum requirements. This was the earliest
date that the Museum was available to meet with Municipal Staff.
2.2 The Museum proposes to provide a new facility for the purposes of viewing of the artifacts
and also have sufficient storage space. This proposal is supported by the attached
resolution and request endorsed by the Museum Board (refer to Attachment #1).
3.0 Operating Costs
3.1 The question of the ongoing operating costs of a new facility was raised with the Museum
representatives and they responded that the facility was to be self sufficient to the extent
that additional operating funds would not be requested from Council. The recent
operating grants to the Clarke Museum have been as follows: 1995 - $57,403, 1994 -
$57,403.

4.0 The Clarke Museum Reserve Fund
4.1 If Council considers that proceeding with construction of a new facility is advisable, the
Reserve Fund would be the recommended funding source. The balance in the Reserve
Fund at December 31, 1995 is approximately $84,586.

4.2 The Clarke Museum Reserve Fund was established with bonds dedicated by Ontario
Hydro in the amount of $30,000 which were held by the Clarke Museum. When the
Province directed that they were not to maintain any separate Reserve Funds, the bonds
were turned over to the Municipality and the Reserve Fund was established. For a
number of years the Municipality transferred $7,000 annually into the Reserve Fund from
the Tax Levy to help build up that fund for potential future expansion. This transfer was
discontinued in 1994 when the expenditure control plan and social contract funding cuts
were imposed by the Province.
5.0 Conclusion
5.1 If Council approves the request of the Clarke Museum Board, it is recommended that the
tendering process take place through Municipal Staff. This will ensure all tender
specifications provide for appropriate building codes and other appropriate requirements.
Drafting of tender specifications and review of tender submissions would be done in
conjunction with Museum Staff with resulting recommendations made to Council for final
approval.
5.2 Alternatively, if Council determines that it is in the Municipality's best interest to defer
the construction of a new facility, Staff under the direction of the Chief Administrative
Officer will explore with Museum staff the existing municipal facilities for suitability. It
is recommended that staff be given authorization make alterations for climate control, etc.,
as required up to a maximum limit of $10,000. Council would then be provided with
information in this regard.

RESOLUTION
Motion Number 1996-09
"That the Council of the Corporation of the Municipality of
Clarington release to the Board of Directors of the Clarke Museum
& Archives, the Capital Reserve Fund of the Clarke Museum of
approximately $76, 113 . 00, to be used to construct a building on the
Museum site in Kirby to act as both storage space for the
collections and additional display space to attract more visitors
to the Museum. "
