Recommendations:

1 . THAT Report TR-27-96 be received;
2 . THAT the seven (7) bids submitted for Tender CL96-4, Courtice
Community Complex be rejected;
3 . THAT the Architect and Building Committee review the building
design and tender documents in conjunction with the budget
allocation for the construction; and
4 . THAT Tender CL96-4 be reissued and the seven (7) prequalified
bidders be invited to resubmit FORTHWITH.
BACKGROUND AND COMMENT:
Tender CL96-4 was advertised on Wednesday, January 31, 1996 with
the following eight prequalified bidders being invited to submit
tenders :

Bird Construction Bondfield Construction
Toronto, Ontario
Concord, Ontario
Gerr Construction Jasper Construction
Bowmanville, Ontario
Concord, Ontario

St . Catherines, Ontario Scarborough, Ontario.

Subsequently, tenders closed on March 11, 1996 , with seven (7) bids
being submitted. A summary of the bids submitted is attached as
Schedule "All . All bids are over the budget amount for the project .
The total budget allocation for this project is $6 ,458 , 000 . 00 . The
specific total budget target for phase two construction is
estimated at $5, 600, 000 . 00 . To realistically reduce the project
submissions to the budget amount is significant enough to recommend
reissuing the tender. This will provide an opportunity to revisit
the overall design of the building and the tender document and
recommend appropriate measures to bring the budget into line with
the above mentioned amount . Our Consultants and Staff have
recommended this as well, in order to achieve the most cost
efficient result . The Solicitor is in agreement with the
recommendation based on the Municipality' s right to accept any
Tender at the price submitted or to reject all Tenders . The
Building Committee has endorsed this position and will .work with
the Architect to achieve this .
