Subject: TENDER CL9 6-7, SURFACE TREATMENT
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-37-96 be received;
2 . THAT Duncor Enterprises Inc . , Barrie, Ontario, with a total
bid in the amount of $192, 035 . 04, being the lowest responsible
bidder meeting all terms, conditions and specifications of
Tender CL96-7, be awarded the contract to supply and apply
Surface Treatment to various roads as required by the
Municipality of Clarington; and
I
3 . THAT the funds required in the amount of $192, 035 . 04 for the
Municipality of Clarington requirements, be provided from the
1996 Department of Public Works Road Maintenance Budget .
BACKGROUND AND COMMENT:
Tender CL96-7 was advertised and issued with bids being received
and tabulated as follows :

SURFACE TREATMENT
Included with the Municipality of Clarington tender this year, were
requirements for the City of Oshawa which amounts to approximately
$25, 000 . 00 of the total bid amount and for which they will be
invoiced accordingly.
The unit prices for the H.F. 150S and 16 . 0 mm Class 2 aggregate
represent an approximate thirteen percent (130) increase and seven
percent (7 9,5) decrease respectively over the 1995 contract prices
submitted by Miller Paving. See Schedule "A" for Prime and Surface
locations .
The total funds required for Tender CL96-7, Surface Treatment are
included in the Department of Public Works Road Maintenance budget .
The total funds allocated for the Surface Treatment Program which
includes the Pulverizing contract are $320, 000 . 00 . Of this amount,
$19, 266 . 31 has been committed for the Pulverizing portion (Tender
CL96-8) .

The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department needs,
specifications, etc . , should be referred to the Director of Public
Works .

After further review and analysis of the tenders by Public Works
and Purchasing, it was mutually agreed that Duncor Enterprises
Inc . , Barrie, Ontario, be recommended for the contract to Surface
Treat Municipal roads as required.
The subject firm has previously performed satisfactorily for the
Municipality of Clarington.
