Subject: TENDER CL96-8, ASPHALT AND SURFACE TREATMENT PULVERIZING

Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-38-96 be received;
2 . THAT Hard Rock Paving, Port Colborne, Ontario, with a total
bid in the amount of $19, 266 . 31, being the lowest responsible
bidder meeting all terms, conditions and specifications of
Tender CL96-8, be awarded the contract for Asphalt and Surface
Treatment Pulverizing, as required by the Department of Public
Works; and

3 . THAT the funds be drawn from the approved 1996 Department of
Public Works Road Maintenance budget .

BACKGROUND AND COMMENT:
Tenders were publicly advertised in local papers, as well as the
Daily Commercial News .
Subsequently, bids were received and tabulated as follows :

TENDER CL96-8, ASPHALT AND
SURFACE TREATMENT PULVERIZING
Included with the Municipality of Clarington Tender this year were
requirements for the City of Oshawa which amounts to approximately
$2, 260 . 00 of the total bid amount, for which they will be invoiced
accordingly.

The total funds required for Tender CL96-8, Asphalt and Surface
Treatment Pulverizing are included in the Department of Public
Works Road Maintenance budget . The total funds allocated for the
pulverizing contract plus the Prime and Surface Contract is
$320, 000 . 00 . Of this amount, $192 , 035 . 04 has been committed for
the surface treatment portion (Tender CL96-7) .
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department needs,
specifications, etc . , should be referred to the Director of Public
Works .

The tendered unit prices represent an average twenty percent (200)
decrease over the 1995 contract prices submitted by Roto Mill
Services ltd.

See Schedule "A" attached for a copy of the 1996 schedule listing
the roads requiring Asphalt and Surface Treatment Pulverizing.

Although the subject firm have not previously provided service to
the Municipality of Clarington, they have provided satisfactory
service to both the County of Perth and the Township of Woolwigh.
