Subject: CO-OPERATIVE TENDERS

T279-96, THE DELIVERY OF SODIUM CHLORIDE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-42-96 be received;
2 . THAT the Canadian Salt Co. , Ltd. , Mississauga, Ontario, with
a total unit price of $41 . 09 per tonne, being the lowest
responsible bidder meeting all terms, conditions and
specifications of the Co-operative Tender T280-96, be awarded
the contract to supply Bulk Sodium Chloride to the
Municipality of Clarington, as required by the Department of
Public Works;

3 . THAT Glen Windrem Trucking, Bethany, Ontario with a total unit
price of $1 . 57 per tonne to Orono Yard, and a unit price of
$1 . 27 per tonne to Hampton Yard, being the lowest responsible
bidder meeting all terms, conditions and specifications of the
Co-operative Tender T279-96, be awarded the contract for
delivery of Sodium Chloride to the Municipality of Clarington,
as required by the Department of Public Works; and

4 . THAT the funds be drawn from the Public Works approved Winter
Maintenance Accounts for the 1996/97 winter season
requirements .

BACKGROUND AND COMMENT:
Tenders were called on a co-operative basis by the Region of
Durham, which included the Sodium Chloride requirements of the
Municipality of Clarington. The following tenders we're received

and tabulated as follows for approximately 7, 500 tonnes of Sodium
Chloride, as required by the Municipality of Clarington, as per
Schedule "A" attached.

After review and analysis of the bids by Purchasing and Public
Works staff, it was mutually agreed that the low bidder, Canadian
Salt Co. Ltd. , Mississauga, Ontario, and Glenn Windrem Trucking,
Bethany, Ontario, be recommended for the contracts to supply and
deliver Sodium Chloride to the Municipality of Clarington. The
required funds will be drawn from the 1996/97 winter season
requirements from which there are adequate funds available .
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department needs,
specifications etc . , should be referred to the Director of Public
Works .
The prices submitted by Glen Windrem Trucking and the Canadian Salt
Co. , Ltd. reflect an approximate 31% increase and 3% decrease
respectively over the 1995 prices submitted by Buckam Transport
Ltd. and the Canadian Salt Co. Ltd.

The Canadian Salt Co. Ltd. has previously provided satisfactory
service for the Municipality of Clarington. Although Glen Windrem
Trucking have not previously provided service to the Municipality
i
of Clarington, they have provided satisfactory service to the Town
of Ajax.
