Subject: 1996 GRANT APPLICATIONS - 1. BOWMANVILLE JR. "A" HOCKEY CLUB
2. HELPING HANDS FOOD BANK
Recommendations:
I
It is respectfully recommended that the General Purpose and Administration Committee recommend to
Council the following:
1. THAT the Bowmanville Jr. "A"Hockey Club grant request of$7,000 tabled under Resolution
#GPA-219-96 be lifted from the table;
2. THAT Report TR-49-96 be received;
3. THAT Committee consider a grant award to the Bowmanville Jr. "A" Hockey Club in the
amount of $6,500 for 1996;
4. THAT the grant application from the Helping Hands Food Bank,requested under Resolution
#GPA-278-96 be received and considered at this time;
5. THAT Committee consider a grant award to the Helping Hands Food Bank, as a one-time
grant, in the amount of $500 for 1996; and
6. THAT the Jr. "A"Hockey Club and Audrey Johnson,Treasurer of the Food Bank, be notified
of Council's decision.
Background:
1.0 The 1996 Budget deliberations considered the grant request of the Bowmanville Jr."A"Hockey Club,
under report CS-03-96. Their request of$7,000 was tabled to allow time for staff to meet with the
organization to ensure they had a proper business plan in place to help ensure they remain
sustainable.

1.1 Staff met with the Jr. "A" Hockey Club representatives and received their three year Projected
Statements of Income for 1997 through 1999 (refer to Attachment #1). They have projected that
their operations will produce a revenue at the end of the third year.
2.0 The Club committed to bringing a cheque to the Municipality,in the week of June 10th, to cover the
cost of their outstanding arrears. In recognition of the attempt to clear their outstanding debts and
the proposed three year financial plan, it is recommended that Committee consider a grant award for
1996 in the amount of $6,500. The 1995 grant award was for $7,000, and therefore the reduction
is in keeping with the 1996 overall grant considerations and reductions. Should the cheque from
the Club be less than expected, the difference will be deducted from their grant.
3.0 The entire $7,000 requested by the Jr. "A" Hockey Club was tabled and included in the total grant
commitment. It is recommended that if Committee awards the recommended grant of $6,500,
consideration be given to awarding the remaining $500 to the Helping Hands Food Bank as a one-
time grant. The financial information requested during the 1996 budget deliberations is Attachment
#2 to this report. The grant would otherwise be taken from the Municipal contingency account as
discussed during budget deliberations.
4.0 If both grants are awarded as suggested above, the total ant awards for external and affiliate

boards,excluding the Library,Museums and Visual Arts Centre,remains unchanged from the budget
deliberations value at $70,150.
