Subject: CO-OPERATIVE TENDER WR2-96
SUPPLY, DELIVERY AND APPLICATION OF CALCIUM CHLORIDE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-18-97 be received;

2 . THAT the contract award to Miller Paving Limited, Markham,
Ontario, for an approximate total amount of $45, 500 . 00 (plus
applicable taxes) , to supply and apply approximately 350, 000
litres of liquid calcium chloride, as required by the
Municipality of Clarington Public Works Department, be
extended until April 30, 1998;
3 . THAT the contract award to Innovative Building Products, Ajax,
Ontario, for an approximate total amount of $5, 018 . 00 (plus
applicable taxes) , to supply approximately 12, 000 kg of flaked
calcium chloride (in 40 kilo bags) , as required by the
Municipality of Clarington Public Works Department, be
extended until April 30, 1998; and
4 . THAT the funds expended be drawn from the approved 1997 budget
allocation for Public Works Road Maintenance.

BACKGROUND AND COMMENT:
In April of 1996, the Municipality of Clarington participated with
the Durham Purchasing Co-operative Group to tender for the supply
and application of calcium chloride products .
The subsequent contracts were awarded to Miller Paving Limited,
Markham, Ontario for the supply and application of liquid calcium
chloride, and to Innovative Building Products, Ajax, Ontario, for
the flaked calcium chloride . A copy of Report TR-31-96 is attached
marked Schedule "A" .

Co-operative Tender WR2-96, Supply, Delivery and Application of
Calcium Chloride provides for an option to extend the contract for
a second year, provided the suppliers performance is satisfactory
and the proposed pricing for the subsequent year is acceptable to
the Group.
Both Miller Paving Limited and Innovative Building Products have
provided satisfactory service and have advised that the price
tendered in 1996 will remain firm for a second year.
It is anticipated that the requirements for both products will be
approximately the same as for 1996 . Note, the requirement for
liquid calcium chloride was increased as per Report WD-24-96, a
copy of which is attached marked Schedule "B" .
The Durham Purchasing Co-operative is therefore recommending that
the option for extending this contract, for a second year, be
exercised. As the Municipality of Clarington agreed to the terms
and conditions of the tender when issued, staff are recommending
that their recommendation be endorsed.

Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-31-96 be received;
2 . THAT Miller Paving Limited, Markham, Ontario, with a total bid
price of $32, 500 . 00 (plus applicable taxes) , for the
Municipality of Clarington' s requirements for liquid calcium
chloride (Section I) being the lowest responsible bidder
meeting all terms, conditions and specifications of the
Co-operative Tender WR2-96, be awarded the contract to supply
and apply approximately 250, 000 litres of liquid calcium
chloride, as required by the Municipality of Clarington Public
Works Department;
3 . THAT Innovative Building Products, Ajax, Ontario, with a total
bid price of $6176 . 00 (plus applicable taxes) , for the
Municipality of Clarington' s requirements for flaked calcium
chloride (in 40 kilo bags) , (Section II) being the lowest
responsible bidder meeting all terms, conditions and
specifications of the Co-operative Tender WR2-96, be awarded
the portion of the contract to supply and deliver
approximately 16, 000 kg of flaked calcium chloride, as
required by the Municipality of Clarington Public Works
Department; and
4 . THAT the funds expended be drawn from the approved 1996 budget
allocation for Public Works Road Maintenance.

Municipality of Clarington requirements amount to $32, 500 . 00 and

After review and analysis of the bids by Purchasing and Public
Works, it was mutually agreed that the bid from Miller Paving
Limited, Markham, Ontario, be recommended for the contract for
liquid calcium chloride (Section I) and that Innovative Building
Products, Ajax, Ontario, be recommended for the contract for flaked
calcium chloride in 40 kilo bags (Section II)
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department needs,
specifications, etc. , should be referred to the Director of Public
Works .

The tendered prices from Miller Paving Limited and Innovative
Building Products Inc. , reflect approximately a 1.3% increase and
a 6 . 5o decrease respectively over those tendered in 1995 .
Both the subject firms have previously performed satisfactorily for
the Municipality of Clarington.

Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-26-96 be received;
2 . THAT the Director of Public Works be authorized d t o purchase
the extra quantity of Liquid Calcium Chloride _ required to
complete the dust control program with budgeted funds being
redistributed from equipment sub-account to material purchase
sub-account within Dust Control account 7209-00401-X.

1.0 BACKGROUND
1. 1 The co-operative tender WR2-96 for the supply and application
of liquid calcium chloride was awarded to Miller Paving
Limited for the approximate quantity of 250,000 litres at a
tendered price of $0. 13/litre.
2 . 0 REVIEW AND COMMENT
2 . 1 Purchase of Additional Ouantities
The Quantity of 250,000 litres was approximate and an over run
of 25% would have been acceptable. As of June 21, 1996 the
Public Works Department had received 306, 690 litres, an over
run of 22 . 7%. If the additional purchase of 22,720 litres

required to complete the program is approved it would
represent an over-run of the estimated quantity by 31.8%.

2 .2 Explanation of Higher Usacre
In considering the previous year's (1995) dust complaints,
staff decided to increase the application rate from the
regular rate of 1.3 litres per square metre to the medium rate
Of 1. 8 litres per square metre near many homes. It was
considered that this heavier application would improve dust
control, reduce future dust complaints and reduce the
requirement for later applications of flake calcium. The
three locations left to complete -are the Darlington-Manvers
Townline Road, a new section on Cochrane Road and a section of
Old Scugog Road in Enniskillen prior to a hi-float
application. One load of 11, 360 litres was also used for ball
diamonds.
2 . 3 Funding of $10,323.30 Expenditure
One load ( 11,360 litres) $1,476 . 80 will be charged to ball
diamonds 7603-00001-0169 . An amount of $7,500. 00 will be
drawn from the material purchase sub-account to utilize the
total budgeted amount. The remaining amount of $1,347 . 00 would
be drawn from the budgeted equipment quipment account. This will

leave amounts of $6,329.00 for labour and $5,855.00
( *$7,202.00-$1,347.00) for equipment for application of the
flaked calcium chloride which is in stock.

It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report TR-19-97 be received for information.
BACKGROUND AND COMMENT:
1.0 On January 29, 1996, the Ontario Legislature passed the Public Sector Salary
Disclosure Act. This Act requires the Municipality to disclose annually the
names, positions, salaries and taxable benefits of employees paid $100,000 or
more a year.
1.1 In 1996, employees paid a salary, as defined in the Public Sector Salary
Disclosure Act, 1996, of $100,000 or more by the Municipality of Clarington were
as follows:
