Subject: TENDER CL97-2, MECHANICAL EQUIPMENT MAINTENANCE CONTRACT

Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:

1 . THAT Report TR-22-97 be received;
2 . THAT Tri-Air Systems, Scarborough, Ontario, with a total bid
of $6, 145 . 00 (plus G. S .T. ) for Part "A" and a Journeyman
hourly rate of $59 . 50, be awarded Part "A" of the Mechanical
Equipment Maintenance Contract, as required by the
Municipality of Clarington;

3 . THAT Jack Burgess Plumbing and Heating, Bowmanville, Ontario,
with a total bid price of $970 . 00 (plus G.S .T. ) for Part "B" j
and a Journeyman hourly rate of $43 . 00 be awarded Part "B" of
the Mechanical Equipment Maintenance Contract, as required by
the Municipality of Clarington; and
4 . THAT the funds expended be drawn from the respective
facilities 1997 Mechanical Equipment Maintenance Contract .

BACKGROUND AND COMMENT:
Tenders were advertised and invited with bids being received and
tabulated as per Schedule "A" attached.
The general scope of the work is to provide all necessary labour,
materials and equipment to perform service maintenance,
inspections, repairs as requested and emergency calls on mechanical
equipment, as required by the Municipality of Clarington, for the
period May 1, 1997 to April 30, 1999 .

Due to the variation in the type of equipment located at each
Municipal facility, the contract is divided into Part "A" and Part
"B"
Part "A" covers the mechanical equipment located at the following
facilities :
Bowmanville
Fitness Centre
Fire/Court Building
Bowmanville Library
Garnet B. Rickard Recreation Complex
Bowmanville Museum
Ken Hooper Fire Hall - Station #1
Orono
Orono Armouries
Orono Fire Station
Orono Town Hall
Clarke Library
Clarke Museum
Newcastle Village
Newcastle Community Town Hall
Newcastle Village Fire Hall
Newcastle Lions Pool
Part "B" covers the mechanical equipment located at the following
facilities :
Bowmanville
Animal Control Shelter
150 Port Darlington Road
Enniskillen
Enniskillen Fire Station #5

Part "B" continued:

Under the general terms and conditions of Tender CL97-2 , the
Municipality may without invalidating the bids, award the contract
in whole, or in part, whichever is in the best interest of the
Municipality of Clarington.
The total expenditure for this contract for 1996 was approximately
$57, 000 . 00 . Of this total, only $6, 360 . 00 was for preventative
maintenance, the combined total bid price for Part "A" and "B" .
Any emergency repairs that may be requested are over and above the
total bid amounts for Part "A" and Part "B" are charged at the
hourly rate. Of the $50, 640 .00 total for emergency repairs,
approximately $32, 500 . 00 is for labour and the balance of
$18, 140 . 00 is for parts .
For comparative purposes, the total expenditure for this contract
for 1995 was approximately $28, 000 . 00 . Of this total, only
$3 , 487 . 00 was for preventative maintenance, the combined total bid
price for Part "A" and "B" . Any emergency repairs that may be
requested are over and above the total bid amounts for Part "A" and
Part "B" are charged at the hourly rate. Of the $24, 513 . 00 total
for emergency repairs, approximately $14 , 708 . 00 is for labour and
the balance of $9, 805 . 00 is for parts .

As Council is aware, during the term of this contract last year,
the contractor was replaced which resulted in higher labour and
parts costs .
Note, the prices tendered by the low bidder for Part "A" , Tri-Air
Systems, represent an increase of 416 for regular Journeyman' s
hourly rates, and 5701 for overtime Journeyman' s hourly rates . The
prices tendered by the low bidder for Part "B" , Jack Burgess,
represent an increase of 43% for regular Journeyman' s hourly rates,
and 8001 for overtime Journeyman' s hourly rates .
The substantial increase in overtime hourly rates is a direct
result of the fact that in 1996, both bidders quoted the same or
nominally higher rates for regular and overtime hours . Due to the
high rates for overtime in 1997, all repairs will be requested
during regular working hours unless there is no other alternative .
With respect to the 43% increase for Regular Journeyman' s hourly
rates for Jack Burgess, the rates for this bidder have historically
been substantially below that of other bidders .
After further review and analysis of the bids submitted, it was
mutually agreed by the Property Manager and Purchasing Manager that
the low bidders, Tri-Air Systems, and Jack Burgess Plumbing and
Heating, be recommended for the contract award for Parts A and B
respectively.
Both firms have previously provided satisfactory service to the
Municipality of Clarington.
