THAT the contract award to Scugog Signs, Pontypool, Ontario, j for an approximate total amount of $32, 192 . 00, to supply and i deliver the 1997 Traffic and Street Sign requirements (Part "A" ) , as required by the Municipality of Clarington Public Works Department, be extended until March 31, 1998 ; 3 . THAT the contract award to Scugog Signs, Pontypool, Ontario, for an approximate total amount of $9, 170 . 00, to supply and deliver the 1997 Traffic and Street Sign Hardware requirements (Part "B") , as required by the j Municipality of Clarington Public Works Department, be extended until March 31, 1998; i 4 . THAT the funds expended be drawn from the 1997/98 budget allocation for Traffic and Street Signs; and 5 . THAT the above recommendations be approved, FORTHWITH. i BACKGROUND AND COMMENT I In March 1996, the Municipality of Clarington participated with the Durham Purchasing Co-operative Group to tender for the supply and delivery of Traffic Signs . The subsequent contract for Parts "A" and "B" were awarded to Scugog Signs, Pontypool . A copy of report TR-26-96 is attached marked Schedule "A" . pE EO PAP ER 807 PA IiE CY CI.E E G PW Q4 RECYCLED PAPER REPORT NO. : TR-25-97 PAGE 2 TENDER CL96-1 Co-operative Tender CL96-1, Supply and Delivery of Traffic Signs provides for an option to extend the contract for a second year, provided the suppliers performance is satisfactory and the proposed pricing for the subsequent year is acceptable to the Group. The subject firm have provided satisfactory service and have advised that the price increase for 1997 will be 5% . As the price of steel has increased by at least 8% and as the second bidder proposed a price increase of 15%, the increase proposed is reasonable . It is anticipated that the requirements for both Parts "A" and "B" will be approximately the same as for 1996 . The Durham Purchasing Co-operative is therefore recommending that the option for extending this contract, for a second year, be exercised. As the Municipality of Clarington agreed to the terms and conditions of the tender when issued, staff are recommending that their recommendation be endorsed. BACKGROUND AND COMMENT A co-operative tender was publicly advertised and called for the supply and delivery of various Traffic and Street Sign requirements as required by all the participants . i i � 4; REPORT NO. : TR-26-96 PAGE 2 TENDER CL96-1 The participants in this Co-operative Tender are: The Municipality of Clarington The City of Oshawa The Town of Whitby The Town of Ajax The Town of Pickering The Region of Durham A bid summary marked, Schedule "A" is attached. Of the total bid amounts indicated for Parts "A' and "B" the Municipality of Clarington' s requirements amount to $30, 659 . 06 and $8, 733 . 44 respectively. Note, the Municipality of Clarington does not have any requirements for parts "C" and "D" . The contract resulting from this tender will cover the supply and delivery to the Municipality of Clarington on an "as required" basis, the various signs and miscellaneous hardware lis-ed on Schedule "B" attached, for a one year term to commence immediately upon award. For the information of Council, a change was made in the 1996 sign requirements based on recent changes to the Manual of Uniform Traffic Control devices. The changes include a number of "in service" regulatory and warning signs which shall be replaced by "high intensity" reflective sheeting in place of engineer grade sheeting. The high intensity reflective sheeting has a higher reflectivity, primarily at night and in poor weather cond_tions, which will improve public safety. The changes to insta?1 high intensity reflective signs was - to begin by January 1, 1994 for Municipalities and is to be completed by the year 2002 . I i 810 4, REPORT NO. : TR-26-96 PAGE 3 TENDER CL96-1 Because of the above change and changes in requirements from last year, it is difficult to state an overall price increase or decrease. In accordance with the "Terms of Reference/Constitution" of the Durham Purchasing Co-operative, any member agency may elect to participate in a co-operative tender call and in so doing, agree to remain committed to the call and award, its requirements based upon the overall lowest cost/best value, subject to the availability and approval of funds by the respective Council . In 1995, the low bidder Scugog Signs Ltd. , were awarded only Part "B" , Posts and Hardware, for the Municipality of Clarington' s requirements. They provided posts and hardware satisfactorily during the past year. With respect to traffic signs, they have provided satisfactory service to other pa--ticipants in the co- operative . After further review and analysis of the bids by both Purchasing and Public Works, it was mutually agreed that Scugog Signs, Nestleton, Ontario, be recommended for the contract award for Parts "A" and "B" . The required funds will be drawn from the 1955/97 budget allocation for Traffic- and Street Signs . The Treasurer has reviewed the funding rec-airements and concurs with the recommendation.
