TR-2 8-9 7 By-Law# Report#: File#: Subject: CL 9 7-4, ONE (1) ONLY MOTOR GRADER Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . THAT Report TR-28-97 be received; 2 . THAT Champion Road Machinery Sales Ltd. , Brampton, Ontario, with a total bid in the amount of $170, 085 . 00 (including taxes) , being the lowest responsible bidder meeting all terms, conditions and specifications of Tender CL97-4, be awarded the contract to supply one (1) only Motor Grader, as required by the Municipality of Clarington, Department of Public Works; 3 . THAT the replacement for the 1986 G.M. C. S10 Pick-up, as identified in the 1997 Draft Capital Budget, Page 161, not be purchased in 1997; 4 . THAT the funds allocated in am amount of $24, 000 . 00 for the replacement of the 1986 G.M.C. S10 Pick-up be re-allocated towards the cost of the Motor Grader; 5 . THAT the re-placement of the 1986 G.M.C. S10 Pick-up be reconsidered in the 1998 Budget deliberations; and 6 . THAT the funds expended be provided from the 1997 Public Works Fleet Account #2900-00010-0000 FORTHWITH. BACKGROUND AND COMMENT: In accordance with Council Resolution #GPA-194-97, an early tender call was publicly advertised and invited for the , supply and delivery of one (1) only Motor Grader, as required by the Department of Public Works . Taxes) Case Loader) Champion Road Machinery $208, 200 . 00 $60, 300 . 00 $170, 085 . 00 Brampton, Ontario Truck & Tractor (1994) Ltd. $236, 000 . 00 $45, 000 . 00 $219, 650 . 00 Mississauga, Ontario * Bid adjusted to exclude GST from Trade-In Value With respect to the trade-in offered on the existing 1989 Case Loader, it is the opinion of staff the amount proposed is reasonable and exceeds the amount that would likely be realized at the annual Regional Auction Sale and recommend that it be accepted. The required funds will be provided from the approved 1997 Public Works Fleet Account, and are over the $145, 000 . 00 allocation as reflected in the 1997 Draft Capital Budget, Page 161 . Due to the excessive repairs required on the existing grader, replacement is a priority. It is therefore recommended that the replacement for the 1986 G.M. C. S-10 Pick-up, also as identified on Page 161, not be purchased this year and that the funds allocated in the amount of $24 , 000 . 00 be allocated towards the purchase of the grader. This would leave a balance of $1, 085 . 00 required funds which will be more than realized in the G.S.T. Rebate . It is therefore also recommended that the replacement Pick-up be re-considered in the 1998 Budget deliberations . After further review and analysis of the tender by Public Works and Purchasing, it was mutually agreed that Champion Road Machinery Sales Ltd. , Brampton, Ontario, be recommended for the contract to supply and deliver one (1) only Motor Grader to the Municipality of Clarington, as required by the Department of Public Works . 808 REPORT NO. : TR-28-97 PAGE 3 TENDER CL97-4 The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc. , should be referred to the Director of Public Works . The subject firm has previously provided satisfactory service for the Municipality of Clarington. As delivery of the grader is required as soon as possible, a FORTHWITH approval is requested.
