Subject: CO-OP TENDER T220-97, SUPPLY, RETREADING AND REPAIR OF TIRES
AND TUBES

Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TR-43-97 be received;
2 . THAT Attersley Tire Servic6 Limited, Oshawa, Ontario, being
the lowest responsible bidder meeting all terms, conditions
and specifications of Tender T220-97, be awarded the contract,
in an approximate value of $24, 576 . 80 for the Municipality of
Clarington requirements, for the Supply, Retreading and Repair
of Tires and Tubes to the Municipality of Clarington, as
required by the Department of Public Works;
3 . THAT upon expiry of the initial one year contract, pending
satisfactory service by the low bidder, and pending agreement
of the Durham Purchasing Co-operative Participants, that the
contract be extended for a second and third year; and
4 . THAT the funds be drawn from the various Public Works approved
1997/98 fleet .
BACKGROUND AND COMMENT:
A Co-operative tender was issued with bids being submitted as
follows :

Included in the total bid amount of the low bidder, is the
Municipality of Clarington requirements in an approximate amount of
$24 , 576 . 80 .
The Co-operative Tender issued includes the requirements for the
Region of Durham, Town of Whitby and the Municipality of
Clarington. Although the terms and conditions of this tender
allowed that each participant may make a separate tender award,
provision was made for an additional discount if awarded the entire
contract . The low bidder has offered a two percent (20) additional
discount if awarded the requirements of all the Participants .
It is therefore the recommendation of the Durham Purchasing Co-
operative Group to award one contract for all requirements. The
tender also includes a provision to extend the contract for a
second and third year based on satisfactory service and pricing.
The low bidder has indicated a zero percent (Oo) increase for both
the second and third years .
As the requirements included in the tender lists individual tire
sizes and unit prices based on an estimated quantity, the total bid
amount is approximate only. Under the general terms and conditions
of the tender, the Municipality of Clarington is not bound to
purchase the quantities specified.
Although the total bid price appears to be an approximate 5 percent
(5%) increase over the previous contract price from J & M
International Inc . , the requirements vary from year to year in
sizes and quantities, thereby affecting the unit prices bid and the
overall total bid.
The funds required will be drawn from the various Public Works
approved 1997/98 Fleet accounts .

The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department needs,
specifications, etc . , should be referred to the Director of Public
Works .
The subject firm has provided satisfactory products and service to
the Municipality of Clarington in previous years .
After further review and analysis of the bids by Purchasing and
Public Works staff, it was mutually agreed that Attersley Tire
Service Limited, Oshawa, Ontario, be recommended for the contract
for the Supply, Retreading and Repair of Tires and Tubes to the
Municipality of Clarington, as required by the Department of Public
Works .
