THAT Report TR-48-97 be received; 2 . THAT Rogers Cantel Inc . , be awarded the contract for the supply of cellular telephones and air time as per the pricing identified on Schedule "B" of this report, for the period of July 1, 1997 to December 31, 1999; 3 . THAT the employee purchase program offered by Rogers Cantel Inc . be made available to Municipality of Clarington employees; 4 . THAT Purchasing By-law #94-129, Section 5, Paragraph 5 . 06, be waived for this transaction; 5 . THAT the required funds be drawn from the respective departments current operating budgets; and 6 . THAT the attached By-law, marked Schedule "A" , authorizing the Mayor and Clerk to execute the necessary agreement be approved. BACKGROUND AND COMMENT: For the past few years, on an annual basis only, the Municipality of Clarington has been using Rogers Cantel for the supply of cellular telephones and air time. Under the current arrangement, the Municipality receives cellular telephones for new activations at no charge . The current charges for air time are $24 . 95 per month, which includes 30 minutes of free air time per month for the first year of use for each telephone . Air time over and above the 30 minutes is charged at 0 . 25 cents per minute . RED i i PAPEn CPYIE 827 D46 B PRI-D ON RECY-D PAPER REPORT NO. : TR-48-97 PAGE 2 Over the past several months, staff have been investigating various alternatives to the annual contract in order to achieve better pricing. Proposals were requested from both Bell Mobility and Rogers Cantel and are compared on Schedule "B" attached. One of the features the Bell Mobility proposal offers is the "home free" , which is 30 calls free to the most frequently called number per user per month. This feature was reviewed in conjunction with the monthly bills for each user and taken into consideration in the overall determination of the lowest cost . However, as the monthly charges for Bell Mobility are higher than that proposed by Rogers Cantel, and as this would only benefit a couple of high cellular users, the overall total cost is still higher. As another alternative, the current contract under the Provincial Standing Agreement, which is open to participation by Municipalities, was investigated. Under the Provincial Contract, Rogers Cantel is the low bidder with the pricing being basically the same as that being proposed to the Municipality of Clarington. The only difference is, the free air time is eliminated under the Provincial Agreement and the rate per minute is reduced to 0 . 22 cents . For Clarington purposes it is more beneficial to take advantage of the free air time offered and to pay the higher rate of . 25 cents per minute than to take the reduced rate of . 22 cents with no free air time . For example, under the proposed pricing structure, for the month of February, the total cost of air time (excluding the monthly charge) based on 50 minutes free air time per user would have been approximately $183 . 50 . With no free air time, based on 0 . 22 cents per minute the air time charge would have been $378 . 40 . 828 REPORT NO. : TR-48-97 PAGE 3 As is common in the market place, both bidders offer an employee purchase plan. Under the employee plan offered by Rogers Cantel, there is no financial or any other obligation or risk on behalf of the Municipality. The benefit to the employees is that they are able to purchase cellular telephones and air time at discounted prices . The Municipality has the added benefit of keeping costs to a minimum for employees who own their own cellular telephones, but may occasionally require it for business purposes . By reimbursing the employee for air time charges for business calls made on their personal telephones when they are out of the office, efficiency is increased and the total monthly costs for Municipal cellular telephones is kept to a minimum. Similarly, employees who use their business cellular telephones for personal calls, reimburse the Municipality for the appropriate charges . For the information of Council, attached is a list, marked Schedule "C" , listing the 34 Municipal cellular telephones covered under contract . The average combined total monthly bill for all 34 is approximately $1650 . 00 . After further review and analysis by the Purchasing Manager of the proposals submitted, it is respectfully recommended that the lowest overall proposal submitted by Rogers Cantel be accepted. THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY ENACTS AS FOLLOWS: 1. THAT the Mayor and Clerk are hereby authorized to execute, on behalf of the Corporation of the Municipality of Clarington, and seal with the Corporation Seal, a Contract between Rogers Cantel Inc. and said Corporation; and 2. THAT this agreement attached hereto as Schedule "A" form part of this By-law. By-law read a first and second time this day of June, 1997.
